When the matter is taken up for consi. :ration, learneC counsel for the petitioner seeks a directior to respondent Nos.4 and 5 to conduct survey, demarcatio 't arrd fixation of boundaries of subject land of the petitioner ) urs'uant to the F-line application No-DERO225O1222817, da t:d: 30.09.2025 and to pass appropriate orders.

Learned Assistant Government Pleac r r fc,r Revenue contends that the respondent authorities rv Il consider the albresaid F Line application submitted by tr : petitioner, by following the due procedure laid down under I rw and conduct survey arrd demarcation of the subject I u-rds by fixing boundaries.

It is settled law that the Survey Deprr.rment has the authority to conduct survey and demar :ate lalds in J accordance tvith the provisions of the TelzLnga;ta Lancl Rcvenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli)_ the Telangana Survey ald Boundaries Act, 1923, and the Ruies framed thereunclcr. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line ({ield measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the surv'ey arrd boundarv fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising polvers under the Telangana Survey and Boundaries Act, 1923, issued relevart circulars from time to time vide Rc.No.N1/6543199, dated 25.O7.2001, Rc.No.N1 /I4OB/07, dated 13.O7.2OO7, arrd Rc.No.N2/ I74t l2OtO, dated 18.05.2010 stipulating the conditions for conducting survey of private lalds and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, ir is an obligation for the respondents to conduct survev '"vithin the time specified in the said circulars.

In view of the aJoresaid discussion, this Court deems it appropriate to dispose of this Writ Petition directing + respondent Nos.4 and 5 to examine the pet tioner's F-Line application No.DER022507222817 dated: : O.Oc-t.2025, 1n accordance u'ith the provisio;rs of the Telange rLa Siurvey zrnd Boundaries Act, 1923 and also in terms ,1' tLre circular instructions issued by the Commissioner, Surv :y, Settlements ald Land Records for conducting sur /ey on field measurement applications (F-Line applicatior: ), from time to time, as expeditiously as possible, preferably r,ithin a period of srxty (60) days from the date of receipt ol a copy of the order, by pt-rtting the interested parties r n rLotice ald affbrding them sufficient opportunity of hearir 1 7 .
