In the eligibility criteria it is specifically mentioned that unless and until no eligible candidate is available with l Oth class qua_lification thcn only thcy should select the candidate of lesser qualification as such when once the above issue is decided, the concerned officers are at liberty to consider the eiigibiiity criteria of Lakshmi.
