2. Heard Sri S.Bhaskar, learned counsel for the petitioner and Sri L.Ravinder, Iearned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition IS being taken up for disposal at the admission stage.

Learned counsel for the petitioner would submit that the petitioner is the owner and possessor of the land admeasuring Acs.4.08 guntas in Sy.No.46/es, situated at Konkanavanpally Village, Amarachintal Mandal, Wanaparthy District, a-long with other lalds. lrarned couhsel for the petitioner would further submit that the name of the petitioner was reflected in all the revenue *4 \ 2 EVV, J wp 35549 _202s .i.t . rccords as pattadar ar1d the revenue authorities a-lso issued (.pattadar pass book bearing No.T04010O10588 uide Iihata No.87 under the provisions ol the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O. Learned counsel for the pe titioners would further submit that, when the neighbouring land owners have started disturbing the boundaries of the subject land and as such, the petitioner hzrd submitted F Line application, dated 01.09.2025 to rcspondent Nos.3 a:-ld 4, by paying requisite fee to conduct survey of the subject lar-rd and lx the boundaries. The grievarce o1- the petitioner is that even aJter receiving the said F-Line applic:rtion, the respondent authorities are not conducting survey ald fi-xation of the boundaries. Learned counsel for the petitioner would further submit that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessar5r char s. 3 I]VV, J Wp 35549 _2025

Sri L.Ravinder, iearned Assistant Government Pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by following due procedure laid down under law ald conduct survey and demarcate the subject land by fxing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telalgana Lald Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telalgana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (held measurement) surveys. Individua-ls requesting such surveys are required to submit specilic documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fxation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana 4 EVV, J Wp 35549 2025 Survey ald Boundalies Act, 1923, issued relevant circulars frorn time to tirne vicle Rc.No.N1/6543/99, dated

25.07.2OO1, Rc No Nll1408 l07, dated 13.07.2OO7, and Rc No.N2/ 174l /201O, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the said circulars, il the petitioner fulhls all the conditions of the said circular, it is an obligation for the respondents to <:onduct sur\.ev within the time specified in the said circulars

In view of the aforesard discussion, this Court deems it appropriate to dispose of this u'rit petition directing respondent Nos.ll ar-rd 4 to consider the petitioner's F-Line application uide No.TTDER0225Ol2l7046, dated Ol .O9 .2025, in accordance with the provisions of the Telangana Survev and Boundaries Act, 1923 and also in terms of the circular instructions issued bv the Commissioner, Survey, Settlements and Land Records for conducting survey on held measurement applications (F Line applications), lrom time to time, within a period "of 5 DVV, J Wp-35549 _2025 eight (08) weeks from the date of receipt of a copy of this order, if not already conducted 7 - With the above observations, this Writ Petition is disposed of.
