2. Heard iearned counsel lor the petitioner and learned Assistant Government Pleader for Revenue appearing for respondent Nos.1 to 5. Perused the record.

The petitioner claims to be the o\4/ncrrr possessor and enjoyer of the Plot No.548/Part C admeasuring 267 square yards in Sy.Nos.556, 556/A and 556/AA, Muthangi Village, Patancheruvu Mandal, Sanga Reddy District, having purchased the same under registered sale deed bearing document No.2937 of 2O25 dated

10.o2.2025. 2 .E+--Li \ -- A careful examination of the sal( 4. document No.2937 of 2025 reveals that the purchased open plots located in various sur-vc'' deed bearing petitioner has numbers. [t is not the case of the pelitioner thert the property p ' rchzrsed by her is agricultural land and that she paid stamp dtlll or registration lces on acre basis. The schedule of property' r I establishes that the nature of the property i:, the sale deed an open plot, admeasuring 267 square yards. It is settled law t 'rat the Survey Dcpartment has the authority to conduct surver rnd demarcate lands in accordance with the provisions of the'f Rcycnne Act,, l3l7 Fasli (Act No. VIII of I l :langana [,and t 7 Fasli), the Tclangana Survey and Boundaries Act, 1923, frarned thereunder. Thc (iovcrnment has I r r-rd thc Rulcs sucd various circulars specifying the conditions for condr r :ting survcys, particularly F-Line (field measurement) sun'r'1 s. Individuals requesting such surveys are required to sl bmit specilic documents, and if the conditions stipulated in t I ; circulars are fuliillecl, the survey and boundary fixation mar ce conductcd. The Cornmissioner, Survey, Setllemenls, zrnd l ,and Records, exercising powcrs under the Telangana Survey ir Ld Bounclarie s Act, I923, issucd rclevant circulars from timi to time vide Rc.No.N1/6543/99, dated 25.O7.2OO7, Rc.Nc N 1/ 14O8/07, I ., dated 13.07.2OO7, and Rc.No.N2/ l74I/2O1O, dated 18.05.2010 stipulating the conditions for conducting survey of private lands. The said Circulars outline that only agricultural lands are eligible for sur-vey by the Survey Depar[ment. In contrast, I individuals owning plots rvithin approvcd layouts, municipalities, Gram Pzrnchayats, or Municipal Corporations are required to engage Licensed Surveyors appointed by the Government for such surveys, as these lands are no longer considered agricultural. In the instanI case, thc petitioncr's land is clearly identified as open plots but not agricultural land Since the petitioner's proper[y is not an agricultureri lancl, the Survey Department has no juriscliction to conduct F-Lit.Ie Survey as per the Circulars issucd by thc Commissioner, Survey, Settlements, and Land Records. For the aforesaid reasons, this Writ Petition is devoid of mcrits and is liable to be dismissed.

5. Accordingly, this Writ Petition is dismissed. However, the petitioner is at liberty to take the services of licensed surveyor for conducting the survey of his property i.e, open plots, if .he is so advised.
