(a) lssue an appropriate Writ, Order or Direction, more particularly one in the nature of a Writ of Mandamus, declaring the action of the Respondents No.1 to No.3 in not implementing the rule of reservation in the allocation of reserved seats for the office of Chairman, Zilla Parishad through the Election i -tJ-.<*-.-,- , .,? --rE7 Notification dated 27 .09.2025 tor the 2nd Ordinary Elections to office of Chairperson Zilla Praja Parishads, 2025, across the State of Telangana, in strict compliance with the provisions of Section 176(7) of the Telangana Panchayat Raj Act, 2018, as illegal, arbitrary, unconstitutional, and violative of Articles 14 and 2430 of the Constitution of lndia (b) Consequently, set aside and quash the relevant portion of the Election Notification dated. 27.09.2025 for the 2nd Ordinary Elections to office of Chairperson Zilla Praja Parishads, 2025 pertaining to the reservation of the seats of Chairman, Zilla Parishad allotted to the Schedule Castes in the State of Telangana, as being contrary to the statutory mandate of rotation and equitable representation envisaged under Section -1 76 (7) of the Telangana Panchayat Raj Act, 2018, (c) Consequently, direct the Respondents to reconsider and redraw the reservation of seats for Schedule Caste Community for the offices of Chairpersons of Zilla Parishads in the State of Telangana notified by the 1st and 2nd Respondents through the Election Notification dated. 27.09.2025 for the 2nd Ordinary Elections to office of Chairperson Zilla Praja Parishads, 2025 in strict compliance with the principle of rotation, having due regard to. (i). the demographic composition and population ratio of Scheduled Castes, in each district of the Telangana State, and (ii).the past pattern of reservations, ensuring that districts which have never been accorded reservation for a schedule Caste Community are prioritized (d) Consequently, direct the Respondent No.1 and Respondent No.3 to reserve the seat of Chairperson, Zilla Parishad, Nalgonda District, in favour of the Scheduled Caste category (General), strictly in accordance with the Rule of Rotation of Reservation as mandated under with the provisions of Section 176 (7) of the Telangana Panchayat Raj Act, 2018. lA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to stay the operation and effect of the Election Notification daled 27.O9.2025 for the 2nd ordinary Elections to office of chairperson zilla Prala parishads, 2025 issued by the Respondents in so far as it pertains to the reservation of the seat of chairperson, Zilla Parishad, Nalgonda District applicable to the scheduled caste members within the State of Telangana. Respondents ORDER: ln this rvrit petition, the petitioner is challenging the action of the respondents in not implementing the rule of reservation in the allocation of the reserved seats for the offices of Chairperson, Zilla Parishads, through Election Notihcation, dated 27 .09.2025 for thc second ordinary elections to the office of Chairperson, Zilla Parishads, across the State of Telangana, as illegal and unconstitutional and to pass such other order or ordcrs / ,

2. Learned Senior Counsel appearing for the petitioner submitted that election notification for the oflice of Chairman of Zilla Parishad is yet to be issued and therefore, representations ol the petitioner may be directed to be considered by the respondents in accordance with the existing rules.

3. Learned Government Pleader for Panchayat Raj sought time to hle counter in this matter.

4. However, since the petitioner is only seeking consideration o[ his representation, this Court is inclined to dispose of the writ petition with a direction to the respondents No. 1 to 3 to consider the representations of the petitioner dated

25.10.2025, 31.1O.2025 and Ol.ll.2025 and to pass appropriate orders thereon preferably within a feriod of Two (2) weeks from the date of receipt of a copy of this order and communicate the same to the petitioner.

5. The writ petition is accordingly disposed of. There shall be no order as to costs.
