Heard learned counsel appearing for the petitioners, learned Assistant Government Pleader for Revenue appearing for the respondent Nos.1 to 3 and learned counsel for the unofficial respondent Nos.4 and 5 and peruse<l the material on record.

This writ petition is filed seeking to declare the action of respondent No.3 in alteration/changing the Village Revenue Records in ..Patta as wetl possession columrrs in favour of the respondent Nos.4 and 5, thereblr issuing Pattadar Pass Books and Title deeds in their fa.vour to the propert5r of petitioner in Sy.Nos.78 and 79 to ran extent of Ac.1-13 guntas and Ac.1-18 guntas respecl:ively, situated at Ellar,rdakunta Village and Mandal, Karimnagar District, despite objections dated

06.10.:20 L7 of the petitioner filed before respondent Nos.2 2 and" 3 and also pending the Revision in No.D1 /LO55/2O17 on the file of the respondent No.2, without any notice or hearing the petitioner and/or following "the procedure envisaged under the Telangana Rights in Land and Pattadar Pass Books Act, t97 | and the Rules,1989, as illegal and arbitrarl,.

After arguing for some time, learned counsel for the petitioner as well as the learned counsel for the unofficial respondents submitted that after filing of the present writ petition, the Revision filed by the petitioner in No.D1 I LO55 /2OLZ before respondent No.2-District Collector, Karimangar, was transferred to Special Tribunal, Karimnagar District, which was established under the Telangana Rights in Land and Pattadar Pass Books Act, 2O2O. The said Revision was renumbered as ST No.85/2O2LlDlllO55/2O18 and disposed of uide order dated O6.O2.2O2L directing the respondents to maintain statrrs quo with regard to the entries in the i i: 1. It Ii \ 3 revemre records and the unofficial respondents shall not create any third party interest over the propert5r in dispute, as ordered by this Court aide order dated L4.49.2O18 pending disposal of the present writ petition.

4. However, pending disposal of the present writ petition, the respondent authorities took steps to amend the revenue entries in favour of the unoflicial resporLdents. In view of the above circumstances, both the counsel appearing for the contesting parties submitted that tJ.e Revision Petition filed by the petitio ner has to be disposed of on merits and the respor:.dent authorities have to reopen the Revision filed by thr: petitioner and after hearing both sides, pass appropriate orders, strictly in accordance witl, law.

In view of the submissions made on either side and on perusing the entire material on record, this writ petition is disposed of by directing the respondent No.2- Revisionary Authority to rebpen the Revision Petition fited \ t \ 4 by the petitioner in No:D L / LO55 /2OL7 , which was renumbered. as ST No.85/2 O2L /DL / LO55|2OL8 and ordered on 06.O2.2O2L. After reopening of the Revision Petition, the respondent authorities shall issue notice to the petitioner as well as the unoflicial respondents and It, , afford them an opporhrnity of personal hearing along with additional documents and pass appropriate orders '/ / as per law i.e. Telangana Bhu Bharati (Record of Rights in Land) Act, 2024. 14.09.2018 passed by this Court shall continue tiIl the disposal of the Revision Petition frled by the petitioner.
