2. Heard Sri G.Sindhu, Iearned counsel appearing for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue, for the respondents and perused the record

Learned counsel appearing for the petitioner would submit that the then Government of Andhra Pradesh has Pagc 2 of6 \ ----I -E .l assigned the land to an extent of Acs.3.00 guntas 1n 51,.No.92, situated at Munidevnipally Village, I(ondapur Mandal, Sangareddy District. The revenue authorities also issued Patta Certificate uide Proc.b/56 16 11997, dated
15.O7 .2OO2. After issuance of the final patta certificate, the then Mandal Revenue Officer, Kondapur i\4andal issued pattedar passbook ald title deed and mutated the name of thc petitior-rer in the revenue records. Sinc:e then, the petitioner is in peaceful possession and enj,llrmsnt of the same and way duly cultivating the said land. Later on, the government has conducted E-survey in evetl village of Telangana for issuance of tr-pattedar pas;sbook before inLroducing the Dharani Portal. Respondent lJo.4 in view of the above survey has issued a Receipt anl 1-B to the petitioner. Though the said survey has bee.e conducted almost 5 years ago, the respondents have not issued E- Pattedar passbook to the petitioner uide patta No.0442220765.

Thc petitioner approached the respondents for issuancc E Pattedar passbook, for vr.,hich the respondents Pagc 3 of 6 have instructed the petitioner to apply online under the column missing in Dharani Portal for correction of pasbook and issuance of the same. As per the said instructions, the petitioner applied online through Dharani Portal uide Application No.22O0119803, dated 11.1O.2O22 and the same is approved in the said portal by respondent No.2. Though the application is made way back in 2022, till date the respondents have not chosen to issue E-pattedar passbook

While the things stood thus, the revenue officials have been visiting each and every village and so visited Munidevnipally Village, Kondapur Mandal, Sangareddy District on 12 .O5.2025, the petitioner informed them regarding the application made by him in the year 2O22- Respondent No.4 has taken his application under The Telangana Bhu-Bharati (Records of Rights ln Land) Act, 2025 uide Application No.O9170 11O21-OO49, dated
12.05.2025 and has acknowledged the same to him Respondent No.2 on the very next day issued a n otice uide Notice No.A3/4517 12025, in the month of May, 2025, inviting the objections from general public for objections is I'egc.l of6 ..1 any for issuance of pattedar passbook to the petitioner in respect of the subject property. When there have been no objcctions from any of the individuals, on 1,1.05.2025, the Mar-rdal Surve1,61 along with Revenue Inspector visited the subjcct land and surveyed and orally informerl that they wiil be issuing pattedar passbook for the subject 1and. Though the surve,r' and all the procedure contemplated has been completed in the month of May, 2025, till darc' no pattedar passbook has been issued to the petitioner. 6 . Wher-r t he applications have been pcnding for consideration, to the petitioner's utter surprist: respondent No.3 issued letter in Lr.No.E}3/437312025, dated
26.O4.2O25, enclosing the public notice dated 21 .OA.2O2S proposing acquisition of the assigned lands for establishment of an Industrial Park in favour TI TSIIC to an extent ol Acs.293.17 guntas in Sy.No.92. situated at Munidevnipalh, Village, Kondapur Mandal, Sangareddy District. It is pertinent to mention that in tl- e said public notice, the name of the petitioner has not been reflected as the pattedar ol the subject land, despite the fact that the Page 5 ol6 petitioner has been in possession and enjoyment of the sarne for the past severa-l years duly cultivating the same. When the application for issuance of pattedar passbook is pending consideration before the respondent-authorities, the issuance of public notice mentioned above, without showing the name of the petitioner is highly illegal, unjust and it will in turn deprives the right of the petitioner. Hence, the present writ petition. 7 . Learned Assistant Government Pleader for Revenue would submit that the respondent authorities wili consider the case of the petitioner and pass appropriate orders 1n accordance with law. In the light of the aforesaid facts and circumstances of B. the case, this writ petition is disposed of, directing respondent Nos.2 to 4 to consider the application made by the petitioner uide Application No.09 1 7 O I 1O21.-OO49, dated 12 .O5.2025 and pass appropriate orders strictly in accordance with law, by putting the petitioner and all interested parties on notice and affording them an opportunity of hearing. If, respondent Nos.2 to 4 are not I'age 6 of6 '..1 inclined to accept the request made by the petitioner, they shall assign specific reasons, pass a reasoned order, communicate a copy of the said order to the petitioners and complete the said exercise as expeditioush/ AS possible.
