Har.ing regard to the pcrmission conditions, particularly the prohibition on rallies and the admitted fact that thc petitioner and others attempted to rnc\ c in a proccssutn rouards *re Chief Minister's Camp OfFrce, the action of the police in raking them into preventive custody under Section 151 Cr.l'.()., appears ro be ;usuticd. 'lhe provision authorizes police officers to a-rrcsr irnv pcrson widrout a varrant when such arrest is nccessary to prc\.ent the comnrission o[ a cognizable offence.
