Heard Dr' B' Karthik Navayan' learned counsel for the petitioner and learned Government Pleader for Services-Ill' appearing for resPondents' 3. Learned counsel for the petitioner submits that is working as a Welfare Ofhcer, which is equivalent Lay Secretary and Treasurer-l and next promotional post to that of Lay Secretar5r and Treasurer-I is, Assistant Director (Stores) and the petitioner is ful1y eligible and qualified to be promoted to the post of Assistant Director (Stores) from the post of Lay Secretary and Treasurer- I, including Welfare Offrcer' 4. Learned counsel for the petitioner further submits that whilethiswritPetitionispending,theDirectoroflnsurance Medical Services had initiated a necessa'ry procedure to amend 2 ar1d consider petitioner,s promotion i.e. Welfare Officer to Assistant Director (Stores), by proposing arnendments required to the G.O.No.183, Vide letters dated R.C.No.951/E1DpC/ 2018, dated, 24.O2.2018, R.C.No.9S1/ Et /DpC/2018, dated 22.O5.2019 and Rc.No.9St/EI/DpC/2018 dated 08.01.2019 respectively.

Learned counser for the petitioner further submits that to amend the G.O.Ms. No.183, Health Medical & Family Welfare (Ql) Department, dated 04.05. 1996, it is necessary to make amendments for the method of appointment to the post of Assistant Director (Stores), was proposed as ,,By promotion Lay Secretar5r and Treasurer, Grade_I and Welfare Officer,, instead of "Bv Promotion Lay Secretary arrd rreasurer, Grade -I,, and the draft amendment to the G.O.Ms.No. 1g3, Hea_lth Medical & Family Welfare (e1) Department, dated 04.05.1996 is pending with the Government. He further submits that the petitioner is eligible for promotion as Assistant Director (Stores) from the post of Welfare Officer.

6. Learned counsel for the petitioner brought to the notice of this Court regarding letter addressed by the 2na respondent to the 1"t respondent vide Lr.Rc.No.951 /El /DpC/2Olg, dated requesting to consider the application of the
