ORDER: This Writ Petition is filed under Article 226 of Constitution of India seeking the following relief/s:- u.-- to issue writ or direction more particul,arly one in the nature more particularty of writ of Mandamus declaring the action of the Respondent Authorities in not considering the applications vide challan no.2529, 3591 and 1072 made by the petitioner for conducting survey in the petitioner land in Survey No.634 vide extent of Ac.3-16 guntas, Sy.No.l Khuski vide extent of Ac.1-2O guntas, Sy.No.l/1425 vide extent of Ac.2-18 guntas, Sy.No.34l/4Q vide extent of Ac.2-32 guntas and despit€ of making Several Representations dated 09.o3.2o25, 22.06.2022, 28.1O.2O2O, O9.O2.2O19 and 10.03.2019 to the Respondent No.2 and 5 is illegal, arbitrary and violative of Rights guaranteed by the Constitution of lndia and violation of survey and boundaries Act and consequently direct the respondent authorities to consider the applications and representations made by the petitioner and conduct survey of the petitioner's tand in Survey No.634 vide extent of Ac.3-16 guntas, Sy.No.I Khuski vide extent of Ac.1-20 guntas, Sy.No.lll425 vide extent of Ac.2- l8 guntas, Sy.No.341/40 vide extent of Ac.2-32 guntas and pass such other order or orders ...'
2. Heard Mr.C.H.Venkat Raman, learned counsel for the petitioner appearing on-line, Mr.L.Ravinder, leamed Assistant Government Pleader representing learned Government Pleader for Revenue appearing for respondent Nos. I to 5 and Mr.Sri Harsha Reddy, learned Standing Counsel for respondent No.6.
3. Learned counsel for the petitioner submits that the petitioner had submitted several representations on 09.03.2025,
22.06.2022, 28.10.2O2O, 09.O2.2OL9 and 10.O3.2O19 to respondent Nos.[, agrd 5 seeking to conduct survey in respect of 2 petitioner's lands admeasuring Acs.3-16 gu:: tas in Survey No.634, Ac.1-2O guntas in Sy.No. 1 Khuski, Ac;2:18 guntas in Sy.No.1/ 1425 and. Ac.2-32 guntas in Sy.No.34l7. O along with all the necessar5r documents and requested to ( onduct survey, demarcate the land and hx the boundar5l st()r res around the petitioner's land. But no action is takerr on the said representations.

Learned counsel for the petitioner furth t r submits that respondent No.2 vide proceedings in Rc.No.E3/,.t,t14/2024 dated 3O.O8.2O24 directed respondent Nos.4 and 5 to conduct survey as per the prevailing norms and to take approlrt iate action. But in vain. Therefore, he seeks to pass appropriate c rders.
5. karned Assistant Government pleadr:r for Revenue contends that this Court vide order dated 24 .O4.2024 ttr W.P.No.47232 of 2018 granted liberty to the per.i ioner to submit F-Line application in Dharani portal to resporl lent authorities within a period of four (4) weeks from the date o' -eceipt of a copy of the said order and on such application : :ing made, ttre respondent authorities are directed to considt: the same and pass appropriate orders, in accordance with I rw, after giving I I I I I i \ \ t J opportunity to the petitioner and any other alfected parties within a period of two (2) months from thereafter.
6. He further contends that the petilioner has not filed the F-Line applicaiion and if the petitioner makes F-Line applicaion duly enclosing all the necessary documents seeking for conducting survey of the said lands, the respondent authorities will consider the same.
7. Having regard to the submissions of both the leamed counsel and on perusal of the material available on record, this Court is of the opinion that the petitioner failed to l-rle F-line application as per the directions of this Court vide order dated
24.04.2024 in W.P.No.47232 of 2018 seeking the said relief. Intead of filing the F-tine application, the petitioner rushed to this Court at premature stage. Therefore, this Writ Petition is liable to be dismissed.
8. Accordingly, this Writ Petition is dismissed. However, the petitioner is granted liberty to make a fresh F-Line application, duly enclosing all the necessarJr documents and in the event of such an application being submitted by the petitioner and if the said application complies with all the requirements of the circular instructions issued by the Commissioner, Survey, Settlements t I 4 and Land Records urde Rc.No.Nl/6543lgg, dered. 2S.OT.2OOL, Rc.No.N1/1408/07, dated t3.OZ.2OOT, and Rc.No.N2/1741l 2010, dated 18.05.2010, respondent No.4 is di., 61s4 to conduct survey and domarcation oi. the lands in Sur vey Nos.634, I Khuski, L/1425 and. 341/40, Manuguru Mer dal, Manuguru Revenue Village as expeditiously as possible by putting the effected parties on notice and allording .hem sufficient opportunity of hearing.
