0.3300 gts in Sy.No.578/AA/4 situated at Mentrajpalle Village, Dichpally Mandal, Nizamabad District, Telangana State, as illegal, arbitrary and violative of the Articles 14, 15, 2L atd 300-A of the Constitution of India and for other appropriate reliefs.

3. Heard Dr. Challa Srinivasa Reddy, learned counsel for the petitioner and Mr. L. Ravinder, learned Assistant Government Pleader for Revenue representing learned Government Pleader for Revenue appearing for respondent Nos.1 to 5.

The brief facts of the case are that the petitioner 15 ln possession and enjoyment of the land admeasuring Ac. 0.O300 gts in Survey No.L62/E/1, Acs.2.06O0 gts in Survey No. 578/A/2/L 2 - and Ac.O.33OO gts in Survey No.578/AA/a situated rt Mentrajpalle Village, Dichpally Mandal, Nizamabad District, T: angana State; that the revenlre authorities also issued the patta 1ar passbooks and title deed in favor.rr of the petitioner in respect (,1 the afore cited lands; that the petitioner had submitted an F- i: re application dated 22.08.2O25 requesting respondent Nos.3 t: 5 to conduct survey, demarcation and fixation of boundaries irr respect of the said lands and paid the requisite survey fee. But rtt pondent Nos.3 to 5 have not acted upon the said application. The 5 rievance of the petitioner is that even aJter receiving the said F-Li re application, the respondent authorities are not conducting sur/ ry and fixation of the boundaries.

5. Learned counsel for the petitioner submits tl at in terms of the circular issued by the Commlssioner, Survey, li 'ttlements and Lald Records, the respondents are bound to consider the application within 45 days from the date of the zr ,plication after collecting necessary charges.

Learned Assistant Government Pleader for Re r trnue contends that the respondent authorities will consider the rr ,rresaid F-Line application submitted by the petitioner by followinll due procedure laid down under law and conduct suwey and 'temarcate the subject land by fixing boundaries. 3 7 . It is settled law that the Survey Department has the authority to conduct survey and demarcate lalds in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars speci[zing the conditions for conducting surveys, particularly F-Line (freld measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey ald boundaqz fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N1/6543/99, dated 25 07.2OOl, Rc.No.N1/ t4O8I07, dated

13.O7.2OO7, and Rc.No.N2/i74rl2OlO, dated 18.05.201O stipulating the conditions for conductin! survey of private lands and as per the said circulars, if the petitioner fulhls a_lt the conditions of the said circular, it is an obligation for the I respondents to conduct survey within the time specified in the said circulars. In view of the aforesaid discussion, this Court deems it appropriate to dispose of this Writ Petition directing respondent 4 - Nos.3 to 5 to consider examine the petitioner's F-l' ree application uide No.DERO225Ot2l5O57, dated 22.08'2025, in iL cordance with the provisions of the Telangana Survey and Bounci ries Act' 1923 and also in terms of the circular instructions ssued by the Commissioner, Survey, Settlements and Lancl llecords for conducting survey on field measurement appll < 'rtions (F-Line s possible, by applications), from time to time, as expeditiously putting the interested parties on notice and r lfording them sufficient opportunity of hearing. g.
