THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL !qBIT PETTTTON No.3142O of 2O25 ORDER This Writ Petition is filed praying this Court to declare the action of respondent Nos.2 to 4 in not processing the application No.2500035712, dated 03.06.2025 submitted by the petitioner in Bhu Bharati online portal for casting of digital signature in respect of the land admeasuring Acs.16.O1 guntas in Sy.Nos.4, L4, 28 and 4L, situated at lyaranagar Village, Gmmadidala Mandal, Sangareddy District as illegal, arbitrary and against the principles of natural justice and consequently direct respondent No.2 to take immediate steps to cast the digital signature in respect of the aforesaid land and issue pattadar passbook in favour oI the petitioner and other appropriate reliefs.

2. Heard Sri Naraparaju Avaneesh, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is being taken up for disposal at the admission stase 2 EVV. J Wp_31420 _?025

Lt:arned counsel for the petitioner rv'ollrd submit that the peLitionr:r lrad purchased the land admeasuring Acs. i6.o I g'rntas in Sy.Nos.4, 14, 28 and 4r, situated at l),.a.ranagar village, Gn,madidala Mandal, Sangareddy District through registerr:d sale deeds bearing document Nos.3536 and 4633 of 2oos and the revenue authorities also issued e_pattadar passbook uide Khata No.226 in her favour and since then she has been cultivating the said land. Learned counsel for the petitione'r'uvould further submit that, when the petitioner made an appli,:ation seeking for updation of the entries in the revenue records and for issuing e-pattadar passbook in her favour, the same rvas rejected assigning any reasons and therefore, "vithout challeng.ng rhe said rejection, the petitioner filed w.p.No.2g9o4 of 2o2 i :rnd this court, by an order, dated 16.11 .2o2l disposed of the said r,vrit petition directing the District collector to verify the clai, o[ the petitioner duly taking into consideration the sale deec and the link documents and to pass appropriate orders in accordance ',vith larv within eight weeks from the date of receip - of a copy of the said order. Learned counser for the petitione:: '*'ould submit that, though an enquiry has been condricted, r:o pattadar passbook ,*,as issued to the petitioner due to of digital signatures which needs to be cast b.y 'lck 3 EVV, J Wp_31420 _2025 respondent No.2-District Collector. Learned counsel for the petitioner would further submit that, since the Telangana Riglrts in Land and Pattadar Passbooks Act, 2o2o has beeri repealed and replaced by the Telangana Bhu Bh;^rati (Record of Rights in Land) Act, 2025 (for short "the Bhu Bharati Act"), an application bearing No 25000357L2, dated 03.06.2025 has been made by the petitioner in Bhu Bharati online portal seeking for casting of digital signature for the purpose of issuance of pattadar passbook in favour of the petitioner in respect of the subject land. The grievance of the petitioner is that, even after receipt of the said application, the respondent authorities dici not consider the same.

4. Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has not disputed the submission of the appiication. Further, it is stated that, ii the application submitted by the petitioner fulfils all the requirements of the Bhu Bharati Act, the respondent authorities r,vill consider the same.

5. In view of the above submissions, this Court, without going into merits of the case, deems it appropriate to dispose of the writ petition directing the respondent authorities to conduct 4 EVV. J Wp_31420 2025 enquiry on the application bearing No.25000 3sz 12, dated o3-o6.2o2s submitred by the petitioner and if the petitioner satisfie:; all the requiremenus for casting the digital signatr.r.rc and issra::ce of pattadar pass book under the provisions of the Bhu Bharat.i Act, issue notice to all the stake holders and after affording an opportunity of per-sonal hearing to them, consider the sairl application by passing a reasoned order strictly in accordance w'ith lar.r' and communicate a copy of the said order to the Jretitioner r,r,ithin a period of eight (0g) weeks from the date of receipt of a copy of this order. 6 A<:cordingly, this writ petition is disposed of.
