Counsel for the Petitioner: SRI NARAPARAJU AVANEESH Counsel for the Respondents: SRI L.RAVINDER, AGP FOR REVENUE The Court made the following: ORDER r(\ , THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.314O3 of 2O25 ORDER: This Writ Petition is hled praying this Court to declare the action of respondent Nos.2 to 4 in not processing the application No.2500035826, dated 03.06.2025 submitted by the petitioner in Bhu Bharati online portal for casting of digital signature in respect of the land admeasuring Acs.15-19 guntas in Sy.Nos.S and 28, situated at fuaranagar Village, Gmmadidala Mandal, Sangareddy District as illegal, arbitrary and against the principles of natural justice and consequently direct respondent No.2 to take immediate steps to cast the digital signature in respect of the aforesaid land and issue pattadar passbook in favour of the petitioner and other appropriate reliefs.

Heard Sri Naraparaju Avaneesh, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is being taken up for disposal at the admission stage. 3. petitioner had purchased the land admeasuring Acs.15.l2 - / \ \ 2 EVV, J Wp_31403 _2025 t guntas in Sy.Nos.S and 28, situated at B/aranagar Village, Gumrradiclala Mandal, Sangareddy District through registered sale dt:eds bearing document Nos4032, 4033 and 467T of 2005 and the revenue authorities also issued e-pattadar passbook No.T0t)03oo3o068 uid.e Khata No.222 in his favour and since then he has been cultivating the said land. Learned counsel for the pe titioner would further submit that, when the petitioner made an application seeking for updation of the entries in the revenue records and for issuing e-pattadar passbook in his favour, the same was rejected without assigning any reasons and ttrerefore, challenging the said rejection, the petitioner filed W.P.No.28889 of 2021 and this Court, by an order, dated .16.1 r 2021 disposed of the said writ petition directing the Distrir:t collector to verifyJhe claim of the petitioner duly taking into c,lnsideration the sale deed and the link documents and to pass appropriate orders in accordance with law within eight weeks from the date of receipt of a copy of the said order. Learned counsel for the petitioner would submit that, though an enquiry has been conducted, no pattadar passbook was issued to the petitioner due to lack of digitat signatures which needs to be ca,;t by respondent No.2-District collector. Learned counsel for the petitioner would further submit that, since the \ t t (', I 3 EVV, J Wp_31403 _2025 Telangana Rights in Land and Pattadar Passbooks Act, 2020 has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Lanci) AcL, 2025 (for short "the Bhu Bharati Act"), aa application bearing No.2500035826, dated 03.06.2025 has been made by the petitioner in Bhu Bharati online portal seeking for casting of digital signature for the purpose of issuance of pattadar passbook in favour of the petitioner in respect of the subject land. The grievance of the petitioner is that, even after receipt of the said application, the respondent authorities did not consider the same.

4. Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has not disputed the $r, 'submission of the application. Further, it is stated that, if the application submitted by the petitioner fulfils all the requirements Of the Bhu Bharati Act, the respondent authorities f ( will consider the same. '5, In vitiw of the above submissions, this Court, without going into merits of the case, deems it appropriate to dispose of the writ petition directing the respondent authorities to conduct enquiry on the application bearing No.250OO 35826, dated 03.06.2025 submitted by the petitioner and if the petitioner 4 EVV, J wp_31403 _2025 n t satisfie s all the requirements for casting the digital signature and isr;uance of pattadar pass book under the provisions of the Bhu Bnarati Act, issue notice to all the stake holciers and after affordir-rg an opportunity of personar hearing to them, consider the said application by passing a reasoned ordcr strictly in accordance with law and communicate a copy of the said order to the petitioner within a period of eight (0g) weeks from the date of receipt of a copy of this order.
