RAVINDER AGP FOR REVENUE The Gourt made the following: ORDER r=) THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.31418 of 2o.25 ORDER This Writ Petition is Ii.leC praying this COurt to declare the action of respondent Nos.2 to 4 in not processing the application No.25C0035837, dated 03.06.2025 submitted by the petitioner in Bhu Bharati online portal for casting of digital signature in respect of the land admeasuring Acs.19.14 guntas in S5r.[r1e5.4, 7,9, 11, 12, 13, 2L, 22, 24, 28, 51, 55, 58 and 59, situated at ftraranagar Village, Gmmadidala Mandal, Sangareddy District, as illegal, arbitrary and against the principles of natural justice and consequently direct respcndent No.2 to take immediate steps to cast the digital signature in respect of the aforesaid land and issue pattadar passbook in favour of the petitioner and other appropriate reliefs.

2.- Heard Si'i Naraparaju Avaneesh, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents' and with their consent, this wrir petition is being taken up for disposal at the admission stage -a) \.o. .',.,4 2 EW. Learned counsel for the petitioner'"vould submit that the petitioner had purchased the land admeasuring Acs.19. i4 guntzrs in Sy.Nos.4, 7, 9, 11, 12, 13,'zI, 22, 2.4, 28, 51, 55, 58 and 59, situated at iyaranagar Village, Gmmadidala .vlandal, Sang,a.reddy District through registered sale deeds bearing docurrent Nos.3535, 4895, 4896,4997, 4998 and 4681 of 2005 and ,185 of 2006 and the revenue authorities also issued e- pattaCar passbook No.T0903OO30005 uide Khata No.223 in his favour and since then he has been cultivating the said land. Learr:ed counsel for the petitioner would further submit that, when the petitioner made an application seeking for updation of the entries in the revenue records and for issuing e-pattadar .passt,ook in his favour, the same rvas rejected without assigning any reasons and therefore, challenging the said rejection, the petitir>ner filed W.P.No.21981 of 2O2l and this Court, by an order dated 16.11 .2021 disposed of the said writ petition directing the District Collector to verify the claim of the petitioner duly taking into consideration the sale deed and the link clocuments and to pass appropriate orders in accordance with law within eight weeks from the date of receipt of a copy of tle-'said ordp-r- Learned counsel for the petitioner would subm t that, though an enquiry has been conducted, no I I ,' 3 EVV, J Wp_31418_2025 pattadar passbook was issued to the petitioner due to lack of digital signatures which needs to be cast by respondent No.2- Distric[ Colltclor. L,earned counsel for the petitioner would further submit that, since thc 'lelangana Rights in Land and Pattadar Passbooks Act, 2O2O has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short "the Bhu Bharati Act"),'an application bearing No.2500035837, dated 03.06.2025 has been made by the petitioner in Bhu Bharati online portal seeking for casting of digital signature for the purpose of issuance of pattadar pb,ssbook in favour of the petitioner in respect of the subject land. The grievance of the petitioner is that, .u.., ,.f,.r receipt oJ the said application, the respondent authorities did not consider the same.

4. Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has not disputed the submission of the application. Further, it is stated that, if the application submitted by the petitioner fulfits all the requirements of the Bhu Bharati Act, the respondent authorities will consid.er the same. \ \ \ 4 EVV. In view of the above submissions, this Court, without goin6; into merits of the case, deems it appropriate to dispose of the vyrit petition directing the respondcnr, authorities to conduct enquLry on the application bearing No.25OOO3S8:17, dated o3.o(t.2o25 submitted by the petitioner and if the petitioner satisfies all the requirements for casting the digital signature and i,ssuance of pattadar pass book under the provisions of the Bhu llharati Act, issue notice to all the stake holders and after affording an opportunity of personal hearing to them, consider the said application by passing a reasoned order strictly in accorrlance with law and communicate a copy of the said order to the petitioner within a period of eight (08) weeks from the date of receipt of a copy of this order.

6. Accordingly, this Writ Petition is disposed of. There shall be no order as to costs. .As a sequel, the miscellaneous petitions pending, if any, shall stand closed ,,TRUE COPY/ P.C.
