circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate writ, order or direction more particularly one in the nature of writ of Mandamus declaring the action of the Respondent Nos. 2 to 4 in not further processing the Application vide Application No. 2500035764, Dt. 03-06-2025, made before the Respondent no.2 through Bhu Bharati online portal seeking for casting of Digital Signature with respect to agricultural land admeasuring to an extent of Ac. 11.10 Gts in survey Nos. 7, 9, 12, 13 & 37, situated at Pyaranagar Village, Gummadidala Mandal, Sangareddy District belonging to the Petitioner, as being illegal, arbitrary, unconstitutional and against the principles of natural justice and consequently seeking to direct the Respondent no.2 to take immediate steps to cast the digital signature with respect to Petitioner land admeasuring to an extent of Ac. 1 1 .10 Gts in survey Nos. 7, 9, 12, 13 & 3T,situated at Pyaranagar Village, Gummadidala Mandal, Sangareddy District in pursuance of the Application made by the Petitioner vide Application No. 2500035764, Dt. 03-06-2025 and further issue pattedar pass book in favor of the Petitioner with respect to the same land. Counsel for the Petitioner: SRI NARAPARAJU AVANEESH Counsel for the Respondents: SRI L.RAVINDER, AGP FOR REVENUE The Court made the following: ORDER THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.31381 of 2o25 ORDER: This Writ Petition is filed praying this Court to declare the action of respondent Nos.2 to 4 in not processing the application No.2500O35764, dated 03.06.2025 submitted by the petitioner in Bhu Bharati online portal for casting of digital signature in respect of the land admeasuring Acs. I I . 10 guntas in Sy.Nos.7, 9, L2, 13 and 37, situated at $raranagar Village, Gmmadidala Mandal, Sangareddy District as illegal, arbitrary and against the principles of natural justice and consequently direct respondent No.2 to take immediate steps to cast the digital signature in respect of the aforesaid land and issue pattadar passbook in favour of the petitioner and other appropriate reliefs.
2. Heard Sri Naraparaju Avaneesh, iearned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is being taken up for disposal at the admission stage. 1 EVV. J \\'p 31381 2025 -

Learned counsel for the petitioner would submit that the pelitioner had purchased the land admeasuring Acs. 11.10 guntas in Sy.Nos.7, 9, 12, L3 and 37, situated at Fr,aranagar ,,zillage, (iummadidala Mandal, Sangareddy District throrrgh registered sale deeds bearing document Nos.4632 and 4680 of 2005 and the revenue authorities also issued e-pattadar passbook No.TO9O30O3OOO4 uide Khata No.224 in his favour and since then he has been cultivating the said land. lrarned counsel for the petitioner would further submit that, when the petitioner made an application seeking for updation of the entries in the revenue records and for issuing e-pattadar passbook in his favour, the same was rejected without assigning any reasons and therefore, challenging the said rejection, the petitioner filed W.P.No.28849 of 2021 and this Court, by an order, dated 16.11.2021 disposed of the said writ petition directing the District Collector to verify the claim of the petitioner dullz taking into consideration the sale deed and the link documents and to pass appropriate orders in accordance with law rvithin eight weeks lrom the date of receipt of a copy of the said order. Learned counsel for the petitioner would subrnit that, though an enquiry has been conducted, no pattadar passbook u,as issued to the petitioner due to lack of - -) EVV. J wp 31381-2015 digital signatures which needs to be cast by respondent No.2- District Collector. Learned counsel for the petitioner would further submit that, since the Telangana Rig,hts in l-and and latt-dar Passbooks Act, 2020 has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short "the Bhu Bharati Act"), an application bearing No.25OOO35764, dated 03.06.2025 has been made by the petitioner in Bhu Bharati online portal seeking for casting of digital signature for the purpose of issuance of pattadar passbook in lavour of the petitioner in respect of the subject land. The grievance of the petitioner is that, even after receipt of the said application, the respondent authorities did not consider the same.
4. Sri L.Ravinder, Iearneci Assistant Government Pleader for Revenue appearing for the respondents has not disputed the submission of the application. Further, it is stated that, if the application submitted by the petitioner fullils all the requirements of the Bhu Bharati Act, the respondent authorities will consider the same.
5. In view ol the above submissions, this Court, without going into merits of the case, deems it appropriate to dispose of G- \\'p 3llSl 10!5 - the w'rit petition directing the respondent authorities to conduct enquiry" on the application bearing No.2500035764, dated
03.06.2025 submirted by the petitioner and if the petitioner satisl-ies all the requirern: nLS for casting the digital signature and issuance of pattadar pass book under the provisions of the Bhu Bharati Act, issue notice to all the stake holders and after affording an opportunity of personal hearing to them, consider the said application by passing a reasoned order strictly in accordance with law and communicate a copy of the said order to the petitioner within a period of eight (08) weeks from the date of receipt of a copy of this order.
6. Accordingly, this Writ Petition is disposed of. There shall be no order as to costs. As a sequel, the miscellaneous petitions pending, if any, shall stand closed. ,TRUE COPY// Sd/. U.
