27.06.2025, to initiate suo motu Contmept Case proceedings against the respondent herein, who is arrayed as 5th respondent in said WP.No.18108 of 2025. W.P.No. 18108 of 2025 was filed seeking the following relief:- "...to issue an order or direction more particularly one in the nature of Writ of Mandamus to declare the inaction of the respondents in not implementing the orders issued in Proc.No. D3/TM33-Dharani/3312023. dated 31.05.2023 till date as per the directions of this Honourable High Court in C.C.No.935/2023 in W.P.No,34791 oI 2022, dt.06-09-2022 as illegal, unconstitutional and bad in law and prays to direct the respondent herein to issue the pattadar pass book in respect of the land admeasured Ac.6.36 gts. ln Sy.No.63, situated at Bandaraipakula village/grampanchayat, gopalpet Mandal Mahabubnagar District which was purchased through Registered sale deed Document I I I I N0.4499 of 2014, d1.23.O7.2014 and as per the impugned proceedings No D3/TM33-Dh aran\13312023. dated 31.05.2023 of the District Collector...." I WP.No.18108 of 2025. was disposed of the Hon'ble Court vide order dated

27.06.2025. The operative portion of the order dated 27.06.2025 at para 4 of the order is as follows: "4. On a careful examination of the materral on record, it is evident that respondent No.5 has not only failed to comply with the directions issued by the District Collector in Procs. No. D3/TM33- Dharani13312023, dated 31.05.2023, but has also acted in disregard of the authority of this Court. Prima facie, this amounts to willful disobedience and derelrction of duty. Therefore, the Registry is directed to initiate suo motu contempt proceedings against respondent No.5 - Tahsildar, in accordance with law. Pending such enquiry, respondent No.2 is directed to initiate appropriate disciplinary action agajnst the respondent No.5 for his failure to implement the Collector's order and, at the Same time, suo motu call for the relevant records, ensure implementation of the proceedings dated 31.05.2023, and file a compliance report before this Court within a period of four (4) weeks from the date of receipt of a copy of this ordel'. 2. Writ Petition No. 18108 of 2025 was disposed of by this Court on

27.06.2025. The operative portion of Para 4 of the order reads as foliows: "4.. The respondent has filed counter af{idavit stating that she had complied with the directions of the District Collector, Wanaparthy, issued in proceedings No.D3/TM33-Dharanil33 12023 dated 31.05.2023. It is stated that the name of the writ petitioner, Sri G. J Damodar Rcddy, rvas mutated online in the Dharani portal for an extcnt of Ac.3.23 gur.rtas in Sy.No.63 of Bandaravipakula Village, as approved in the said procecdings. Thc digital signature was completed on i5.O6.2023 and an e-Pattadar Passbook bearing No.T04110500036 wrth Khata No.6OOO was issued in his favour. It is further stated that the directions of the Collector were fully implemented by the-then Tahsildar, Revally within a reasonable time and no part of the order remained uncomplied. It is also stated that a-lthough the petitioner claimed Ac.6.36 guntas, the Collector approved mutation only to the cxtent of Ac.3.23 guntas, which was duly incorporated in the revenue records. [t is stated that the petitioner had earlier purchased Ac.2.36 guntas and Ar:.4.O0 guntas in Sy.No.63 from his brothers, Sri Buchi Reddy and Sri Sudhakar Reddy, under registered document No.4499/2O14 dated 28.07.2014, and the total extent of Ac.6.36 gur-rtas had already been implemented in his name vide Tahsildar, Gopalpet proceedings No.C/ROR/ AMNo/05/2017 dated 15.12.2014, anrl Pattadar Passbook with Khata No.13O5 was also issued. It is further stated that the petiLioner later submitted an online application vide No.23O0099594 seeking implementation of Ac.3.l3 guntas under the Missing Survey Number/ Sub-Division Number category in TM-33 Module. On verification of revenue records and land acquisition award copies, it was found that an extent of Ac.l.06 grntas in Sy.No.63 had been acquired under the KLIS project in ttre year 2O1O; Ac.l.08 - i I I '"-,.7 I guntas and Ac. 1.O9 guntas in Sy.No.63 were acquired under proceedings No.G/257 12016 dated 08.11.2016 of the District Collector; and Ac.1.O6 guntas was acquired vide RDO proceedings No.E/1055/2015-1 dated 19.O9.2017. Thus, a total of Ac.4.29 guntas had been acquired from the petitioner's brothers-, Consequently, only

4.c.2.O7 guntas remained available for implementation, whereas the petitioner sought Ac.3.13 guntas. The application was therefore rejected. It is stated that the writ petitioner was informed that he may file a revised application for the available extent of Ac.2.O7 guntas, but no such application was submitted. Thus it is submitted that there was no willful delay, dereliction, or defiance on her part in implemenLing the District Collector's order.

4. [n view of the above, this Court is satisfied that no willful or deliberate violaLion has been made out so as to initiate proceedings against the respondent under the provisions of Contempt of Courts Act, 197 L.
