Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to issue a writ, order or direction more in the nature of writ of Mandamus by declare that the provisions of Section 20,21 and 99 of A.P. Education Act, 1982 (Act 1 of 1982) and the rules made in G.O.Ms.No.250, Health, Medical and Family Welfare (E1) Department, dt. 22.5.1992 to the Extent of Framing rules for grant of Permission for Establishment of unaided private medical and dental colleges under private sector in the state are repugnant to Section 10 (A) of the Indian Medical Council Act, 1956 (Act 102 of 1956) and the Regulations made there under the consequentially declare the rules issued by the 1st respondent as Ultra vires and to pass.
