Counsel for the Pertitioners: SRI KATIKA RAVINDER REDDY Counsel for the Resoondents: GP FOR REVENUE The Court made tl'e following: ORDER THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.3O8O4 of 2025 ORDER: This Writ Petition is filed praying this Court to declare the action of the respondents in not conducting enquiry and not processing thc petitioner's application, dated 2a-lO.2O2O seeking for regularisation of Sadabainama in respect ol the agricultural land admeasuring Acs.3.OO guntas in Sy.No.205/U, situated at Kotapahad Village, Atmakur (S) Mandal, Suryapet District (hereinafter referred to as'the subject land"), as illegal and arbitrary and for other consequential reliefs.

[t is stated that the father of the petitioner by name Vangeti Narsi Reddy, had purchased the subject land from one Vangeti Guruva Reddy in the year 20l1 through Sadabainama but the said land was not registered in favour of the petitioner's father. The petitioner's father expired on 18.0 1.2O 14 leaving behind the petitioner as his sole legal heir and till the death of his father his family are in possession and enjoyment of the said land. It is further stated that after the death of the petitioner's father on the request made by the petitioner, the original owner Vangeti Guruva Reddy, had executed another sadabainama, dated 15.O2.2014 in favour of the petitioner. The Government ) EVV, J \\ p 30804 2025 had introdt ced a scheme for regularisation of sadabainamas under Telar gilna Bhu Bharati (Record of Rights in Land) Act, 2025 (for s hort "the Rhu Bharati Act") and irr terms of the provisions <:f the Bhu Bhara:i Act, Rules have be,:n framed commr>nly cailed as Telangana Bhu Bharati (Record of Rights in Land) Rulesr, 2025 (for short "the Bhu Bharati Rules") urde G.O.Ms.No.ii9, Revenue (Land Administration-l) Dt:partment, dated 14.O4.2025. Therefore, the petitioner made an application No.ROSO22OO299594O, dated 28.10 2O2O seeking for regrrlarisaticn of the sadabainama, dated 15.02.2t014. The grievance of the petitioner is that even after receipt of the said application, the respondent authorities did not act upon the same. Hence, this writ petition.

3. Heard Sri Katika Ravinder Reddy, learned counsel for the petitioner aed Sri L.Ravinder, learned Assistant Gi]vernment Pleader for Revenue appearing for respondents and with their consent this r,rrit petition is bcing disposed of at the admission stage.

Learned Assistant Government Pleader for Re.zenue has submitted that as per Rule 6 (l) of the Bhu Bharati Rules, the Revenue D vsiional officer, immedia. - ". after iss;uance of l E\I\" J \\:p 10301 l0l5 notilication contemplated under Scction 6 (1) of the Bhu Bharati Act, shall commence processing the applications received during the period between I2.LO.2O2O and 10.I1.2O2O frorn the small and r,rarginal farmers, r,vho have acquired rights over the agricultural lands bv virtue of an unregistered document of alienation or lranslcr made before 02.06.2O14 evidencing possession for more than tr.,,,elve years and the said G.O. with regard to regularisation u,as challenged before this Court by fiting W.P.(PIL) No.27O of 2O'2O. Learned Assistant Government Pleader further submits that as per the directions issued by a Division Bench of this Court in W.P.(PIL) No.27O of 2O2O, dated

26.O8.2025, the Government had issued G.O.Ms.No. 106, Revenue (Land Administration-l) Department, dated I O.O9. 2025 notify the processing of applications received under the Reguiarisation of Unregistered Transactions (Sadabainama) during the period from l2.lO.2O2O to 10.11.2020. In view of the said G.O. the application of the petitioner will be considered in accordance w.ith law and praying this Court to pass necessary orders.

5. In view of the above submissions, this Court deems it appropriate to dispose of this Writ Petition directing respondent \ -l LVV.
