2. Heard learned counsel appearing for the petitioner and learned Assistant Government Pleader for Revenue, for the respondents and perused the record.

Learned counsel appearing for the petitioner would submit that the mother of the petitioner Late Smt.Challa Narmad.ha was the absolute owner and possessor of agricultural land to an extent of Ac.1.15 guntas in \ \ Page 2 of5 Sy.No.!l7O/ a/B/ l, Ac. 1.O0 guntas in Sy.No.27O/ a/B/2, Ac.O.O3,guntas in Sy.No.27O/Bllll/l/2, Ac.l.OO gunta in Sy.No.2:7OlB/2/ | /2, total admeasuring Acs.3.27 guntas, situate<l at Dhamera Revenue Village, Elkathurthy Mandal, Hanumakonda District. The revenue authorities have also issued pattedar passbook and title deed in favour of the petitioner's mother uide Passbook No.T2LO3OO42OO5 (Khata No.6o5ti3). During the lifetime of the petitioner's mother, she exe,:uted a Will Deed dated 10.06.2024 beqweathing the subject land on the petitioner's name.

Afr:er the demise of the petitioner's mother, the petitiont:r made an application through online to the respondent-authorities to mutate his name in the revenue records and issue new pattedar passbooks. The petitioner have allrrtted slot on 25.08.2025 at 4:00 P.M. Accordingly, the petitioner appeared before respondent No.2 and respondt:nt No.2 informed that he will conduct physical survey to ascertain his possession over the subject property through his subordinate/Mandal Surveyor and postponed the muta.tion schedule and after several visits, the Mandal Page 3 of5 Surveyor also visited the land and found that the petitioner is in physical possession of the subject land and informed the same to respondent No.2, but respondent No.2 intentionally not mutating the subject land in the name of the petitioner.

After several visits, respondent No.2 asked the petitioner to produce No Objection Letter or Joint Agreement from the sisters of the petitioner to mutate the property in the name of the petitioner. The petitioner produced Original Will Deed, dated 10.06.2024 along with the original death certificate of his mother and also intimated to respondent No.2 that no such joint agreement required as per law and nobody filed any objection before respondent No.2. Respondent No.2 stated that without producing No Objection Letter or Joint Agreement, he will not mutate the name of the petitioner in the revenue records as pattedar. Aggrieved by the action of respondent No.2 in not mutating the name of the petitioner in the revenue records and not issuing pattedar passbook basing on the Will Deed dated

In the light of the aforesaid facts and circumstances of the c.se and upon perusing the material available on record, this rvrit petition is disposed ol directing the respondent_ authorities to consider the case of the petitioners in terms of - section 7(L) of rhe Telangana Bhu Bharati (Record of Rights _ : \ jn Land) Act, 2o2s and pass appropriate orders strictly in accordance with law by putting the petitioner on notice and affording him an opportunity. If respondent-authorities are not in<:lined to accept the request made by the petitioner,. they s.hall pass an order assigning specific reasons and communicate copy of the said order to the petitioner. They shall cc,mplete the entire exercise within a period of 3o days from the date of receipt of a copy of this order.
