These representations too elicited no response. The Encumbrance Certiltcate obtained by the petitioner clearl.v evidences his ou'nershlp over Ac. l-O0 guntas in Sy.No.2724, yet discloses an unauthoriscd NALA conversion (Transaction No.240O522626) effectecl u'ithout his consent. Further information obtarned under the RTI Act revealed Che ck Memo No.B/ 1581/2O24 and NALA Conversion Proceedings No B/262612024 dated 21.08.2O24, confirming that sucl-i conversion orders we re issued rvi thout lawful authority. (d) Further submi[s rhat despitc repezrlecl represe n tat.ions and rlocumentary proof, respondent Nos.2 [o 5 have failed to take an-v action to rectify the records or prevent unlawful transactions- The petitioner submits that such inaction is illegal, arbitrary and vioiative of principles of natural justice and unless the responde#ts are directed to conduct an enquiry and restore the putitloner s name in the revenue records, he r.vill suffer irreparable loss and in-iury not compensable in n)onetary lerms.

The learned Assistant (iovernment Pleader, representing Iearned Government Pleader fcr Revenue submits that the petitioner has already avarled remedies under Lhe Bhu Bharathi system and that the competent revenue authorities are .Ixpo\\'ered to eramine and Page 4 of4 rec S- such grievances ihrough prescribed adminr;L:ative procedures.
