19.09.2023, 25.07.2024 and 27.02.2025, for removal and cancellation of temporary house numbers from the records of the Greater Warangal Municipal Corporation (GWMC) tn respect of his landed property admeasuring 12,722 square yards in Survey Nos.21 and 22 situated at Girmajipet Village, Warangal Mandal, Hanumakonda District (erstwhile Warangal District)
2. The petitioner claims to be the absolute owner and possessor of the subject property. That originally the subject property belonged to the petitioner's father Mr. Bandi Komuraiah and other family members. There was a partition amongst the family members under registered partition deed bearing document No.7907 of 2011 dated 21 .12.2011 , whereby the subject property admeasuring 12,722 square yards fell to the share of the petitioner. Since then, the petitioner had been in exclusive possession and enjoyment of the said property. While so, the petitioner came to know that the authorities of GWMC have illegally issued house numbers to the subject property in the name of some unknown persons. The petitioner submitted application l t I ) dated 07.10.2014, under Right to lnformation Act (RTl), to respondent No.2 requesting to furnish details of the house numbers allotted to the subject property. Respondent No.3 furnished information vide proceedings in ROC.No.H1 1315201 2014 dated 08.01.2015 stating that the GWMC has not allotted any house numbers as contended by the applicant; that the house number for the said property was arranged for conduct of Census only, for which there is no record available in this office; and that the Censes (Temporary) numbers cannot be considered as house numbers of the property.
3. lt is stated that subsequently the petitioner submitted another RTI application dated 21.12.2021, requesting to furnish information regarding temporary house numbers, and it was informed to the petitioner that temporary house nunibers i.e., H.No.8-5-1/346 H to H.No.B-5-1/234 H were issued to about 150 houses. The petitioner filed W.P No.23207 o't 2015 before this Court aggrieved by the action of the respondent authorities in making markings on his property for the purpose of laying 60 feet road. The writ petition is pending.
4. lt is stated that the petitioner submitted representation dated 21 .O4.2O22 to respondent No.2 along with relevant documents showing his ownership and requested the authorities to remove the entries regarding the house numbers which were illegally issued to 150 I / / houses, from the GWMC records. However, action was not taken. Subsequently, the petitioner submitted representations dated
19.09.2023 and 25.07-2024 to respondent No.3 and'representation dated 27.02.2025 to respondent No.2, but so far action has not been initiated thereon. As there is inordinate delay in disposing of the said I I representations, the petitioner approached this Court I
5. Heard IMs. R. Madhavi Latha, learned counsel for the petitioner, and Mr. Pasham Mohith Reddy, learned Standing Counsel for GWMC, appearing on behalf of respondent Nos.2 to 4, and perused the material available on record
6. Learned Standing Counsel for respondent Nos.2 to 4 submitted that appropriate action will be taken on the petitioner's re p resentatio n s dated 1 9.09.2023, 25.07 .2024 and 27 .02.2025.
7. Recording the above submission of the learned Standing Counsel, the writ petition is disposed of directing respondent Nos.2 and 3 to consider the petitioner's representations dated 19.09.2023,
25.07.2024 and 27.02.2025, lor removal or cancellation of the temporary house numbers from the records of GWMC in respect of the subject property admeasuring 12,722 square yards in Survey Nos.21 and 22 situated at Girmajipet Village, Warangal Mandal, Hanumakonda District (erstwhile Warangal District), by issuing notice I F to the petitioner and all other concerned persons, and pass orders, in accordance with law, within a period of six (06) weeks from the date of receipt of a copy of this order.
