LAKSHMAN WRIT PE TITTON No.29 176 of 2025 ORAL oRDER: Heard Sri V.Hariharan, learned Senior Counsel representrng leamed counsel fbr the petitioners and Sri L.Ravinder, leamed Assistant Govemment pleader for Revenue 2 Petitioners are claiming that they are the absolute owners and possessors of land admeasuring Acs.19.2l guntas, in Sy.Nos.l06/t:, 107/r;, 106/ti, l06l.a, 106/5:. 106/a 107/6r 107/e, 107/* l07lrt, tO6lat 107/i,:, 106/es 106/a 106/6 106/a, 101/6,, 107/et , t07/.2,107leg, siruared at .thakkalapally Village, Yacharam Revenue Mandal, Rangareddy District, on the strength of a registered sale deed No.2534 of 2010, dated 09.11.2009. 'fheir names were also mutated in revenue record vide proceedings dated 09.0g.201l. They are in possession of the subject propefty. There is standing crop in the said propefty. Their narnes are not mentioned in the Dharani portal 2 and also in the Bhu tsharathi Portal' They have submitted online applications to respondent No'2 in Dharani Portal with a request to mention their names in Dharani Portal and issue e- pattadar passbooks' The same were rot considered' In the meanwhile, respondent Nos'4 to 12 tried to interfere with the possessionofthepetitionersoverthesubjectproperty. Therefore, they have hled a suit in O'S'No'548 of 2025 against respondent Nos.4 to 12 for perpetual injunction' Interlocutory Application filed by the petitioners seeking temporary injunction is pending' The names of respondent Nos'4 to l2 are reflecting in Bhu Bharathi Portal' Taking advantage of the same, they are trying to alienate the subject property and bookedslots.tnproofofthesame,.petitionershavefiled copies of Bhu Bharathi status'

Petitioner No.l has submitted four online applications' all dated 21.0g.2025 vfule t'D'Nos'2500019468 ' 2500019416' 25OOOlg4lg and 2500019487 and petitioner No'2 has also submitted tbur online applications all dated 2l'09'2025 vide -r 3 I.D.Nos.25000t9475, 25000tg478, Z5OoOtg485 and 2500019488 to respondent No.2 r,vith a request b mutate their names and issue e_pattadar passbooks in respect of the aforesaid properly. Despite receiving and acknowledging the said online applications, respondent No.2 did not act upon the same. Aggrieved by the said inaction of respondent No.2, petitioners filed the present Writ petition.
4. Sri V.Hariharan, learned Senior Counsel appearing for petitioners, on instructions, would contend that respondent Nos.4 to 12 are pursuing the aforesaid online applications and trying to alienate the said property to third parties.

Sri L.Ravinder, learned Assistant Government pleader for Revenue, on instructions, would submit that responclent No.2 will consider the aforesaid online applications submitted by the petitioners and thereafter, respondent No.3 wilr consider the slots booked submitted by respondent Nos.4 to 12 by putting the petitioners, respo,dent Nos.4 to 12 and, all interested parties on notice and a{fording them an opportunity. Nos.4 to 12 is dispensed with' Accordingly' this Writ Petition is disposed of directing respondent No'2 to consider the aforesaid online applications' all dated 21 '09 '2025 vide I.D.Nos.25 000 1 946 8, Z5OOO lg 47 6' 25OOOlg 47 9' 2500019 481' 25OOOlg475, 2500019478, 2500019485 and 2500019488' submitted by the petitioners, sceking mutation and reflection of their names in Btru Bharathi Portal and issue of e-pattadar passbooks, strictly in acoordance with the procedure laid down under law, by putting the petitioners' respondent Nos'4 to 12 and all interested parlies on notice and affording them an opportunity. [f respondent No'2 is not inclined to accept the request made by the petitioners' he shall assign specific reasons, pass a reasoned order and communicate a copy of the same to the petitioners' However' he shall complete the said exercise within a period of thirty (30) days from the date of receipt of a copy of this order' Subject to result of the same' respondent No.3 shall consider the slots booked by respondent Nos.4tol2forthesalcofaforesaidpropertywithinaperiod 5 of sixty (60) days from the date of receipt of a copy of this order. l.
