4. Writ Petition No.3171 of 2003 and batch were heard and dismissed by the learned single Judge of this Court by the judgment dated 30-08-2004. It is conceded that this decision covers the issues arising in these Writ Petitions. Consequently, these Writ Petitions require to be dismissed.
