2. According to the petitioner, his mother Late Smt.Veerareddy Padmaja Devi was the absolute owner and possessor of the land admeasuring Acs.9.13 guntas in Sy.No.Z&, situated at Chinnamadur Village, Devaruppula Mandal, Jangaon District. She died on

08.10.2017. His father died before his..mother's death. He is the only legal heir. There is a specific assertion of the said fact in paragraph No.4 of the writ affidavit.

3. It is the specific contention of the petitioner herein that after the death of his mother, he succeeded the said property. He has submitted an online application vide I.D.No.2500554494, dated 24.08.2025 to respondent No.4 with a request to issue succession and mutation proceedings in his favour in the revenue record. Respondent No.4 is 2 insisting for Family Member Certificate. Challenging the said action of respondent No.4, petitioner filed the present Writ Petition.

3. As discussed supra, it is the specific contention of the petitioner herein that he is only legal heir of his mother and there is a specific assertion in paragraph No.4 of the writ affidavit. Therefore, there is no need to submit Family Member Certificate or Joint Agreement as per the Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short, 'the Rules, 2025'). Respondent No.4 has to consider the aforesaid online application and dispose it of in accordance with law.

Learned Assistant Government Pleader for Revenue has produced written instructions of respondent No.4 stating as follows: "Further submit that, the Tahsildar has the power to sanction of succession only it the latest LRUP pattadar passbook issued to the deceased pattadar, but in this case the LRUP pattadar passbook was not issued, as such the proposal have to the submitted to the Revenue Divisional Officer, Jangaon for approval and after approving the proposals, the succession will be sanctioned at Tahsildar level: i ,,, I ,/ 1\ 3 \ Further submit that, strbmission of joint statement signed by the legal heirs of the deceased pattadar is not submitted in this office, as such the delay is left with the petitioner itself, and soon after receipt of the joint statement, the due procedure will be initiated and the proposals will be submitted to the Revenue Divisional Officer, Jangaon for further necessary action in this matter as per ROR Act, 2024 and the sanction of succession will be completed by following the due procedure."

5. In the light of the said discussion, this Writ Petition is disposed , t of directing respondent No.4 to consider the online application submitted by the petitioner vide I.D.No.2500554494, dated

24.08.2025 with a request to issue succession and mutation pioceedings in his favour in respect of the subject property, strictly in accordance with the Rules,2025.lf respondent No.4 is not inclined to accept the request made by the petitioner, he shall assign specific reasons, pass a reasoned order and qommunicate the copy of the same to the petitioner. However, he shall complete the entire exercise within a period of thiny (30) days from the date of receipt of a copy of this order.
