LAISHMAN WRIT PETITION No. 27a46 OF 2O2S ORDER: Heard Mr.A.Venkatesh, learned senior counsel representing Mr.T.S.Anirudh Reddy, learned counsel for the petitioners and the learned Assistant Government Pleader for Revenue.

According to the petitioners, late Syed Gulam Ahmed, father- in-law of the l"t petitioner and grandfather of 2.d petitioner was the absolute owner and possessor of the land admeasuring Ac.38- O0 guntas in Sy.Nos.65 /4, 6515,65/6, 65lLB and 65/ 19 situated at Khanapur Village, Gandipet Mandal, Ranga Reddy District. After his death, petitioners succeeded the said property. According to the petitioners, the said property is a patta land. Even then, it is mentioned as Ktrariz Khata in the revenue records. Though the petitioners tried to submit an online application for change of nature of property from Klrariz Khata to patta tand, they could not do so, as the subject property is mentioned in the list of prohibited properties. Therefore, they have submitted a representation to the 2"a respondent with a request to delete the subject property from the list of prohibited properties. Despite receiving and acknowledging the said representation, the 2nd respondent did not act upon the same. Aggrieved by the said 2 inaction of the 2"d respondent, the petitioners filed the present writ petition.

3. It is relevant to note that the petitioners are claiming that the aforesaid property belongs to their father-in-law and grandfather respectively. In proof of the same, they have hled copies of proceedings dated 18.01.1960, palrment of arrears, proceedings dated 19.12.1975, 30.O4.1976, order dated

29.11.1975 of Land Reforms Tribunal, Hyderabad etc., also order in W.P.No.24794 of 2OO5 dt.28.07.2OOa, W.P.No.2O104 of 2006, W.A.No.1657 of 2OO8 etc., and proceedings dt.O4.Ol.2O24 of respondent No.4.

4. It is opt to note that the petitioners have failed to furnish the details of lega-l heirs of Late Syed Gulam Ahmed. There is abnormal delay in approaching revenue officials. There is no explanation for the same. There is no explanation from them as to why they have not furnished the details of legal heirs of late Syed Gulam Ahmed/original owner. However, they have to submit an online application in terms of Bhu Bharathi Rules, 2025 along with all relevant documents to the 2.d respondent with a specific request to delete the subject propertSz from the tist of prohibited properties and also to change the nature of the subject land from 3 Khanz Khata to patta land. On receipt of the same, the 2'd respondent has to dispose of the same in accordance with law.

In the light of the said discussion, the Writ petition is disposed of granting liberty to the petitioners to submit online application to the 2"d respondent along with relevant documents in terms of Bhu Bharathi Rules, 2025 with a specific request to delete the subject property from the list of prohibited properties and also to change the nafure of the propertJr from Ktrariz Khata to patta land. On receipt of the said online application, the 2"a respondent shall consider and dispose of the same in accordance with law by putting the petitioners.and all interested parties on notice and affording them an opportunity. If the 2'a respondent is not inclined to accept the request made by the petitioners, he shall assigrr specilic reasons, pass a reasoned order and communicate the copy of the same to the petitioners. He shall complete the entire exercise within sixty (60) days from the date of receipt of copy of this order. There shall be no order as to costs.
