Petitioner herein is claiming that he is the absolute owner and possessor of land admeasuring Acs.l .22 guntas in Sy.No.49l1 and 4c.0.29 guntas in Sy.No.52l1, situated ar Seetharampally Village of Naspur Mandal, Mancherial District. In proof of the same, he has filed copies of old pattadar passbook and title deed. He along with others submitted an application dated 03.03.200g seeking succession proceedihgs in respect of the said land. The Tahsildar, Naspur, Mancherial District, submitted a reporr dated 12.06.200g.

After promulgation of the Telangana Rights in Land and Pattadar Pass Books Act, 2020, petirioner has submitted online application bearing No.2300055525, dated 21.03.2023 to respondent No.2 with a request to include the subject land in Dharani portal and issue e-pattadar passbook. Vide proceedings No.B5/51212023, dated
05.05.2023, respondent No.4 has recommended for orders in favour of 2 the petitioner. Even then, the same is not bein,:. implemented. Therefore, he has submitted an application ot l$.06.2025 with a request to implement the recommendation of r.e,pondent No.4 Despite receiving and acknowledging the said application, respondent No.2 did not act upon the same. Aggrieved by the i.aid inaction of respondent No.2, petitioner filed the present Writ Petitrcn.
3. The Telangana Bhu Bharati (Record of Right. in Land) Act, 2025 (for short 'Act, 2025') was notihed on 04.01..1.025 and it came into effect from 14.04.2025. The Telangana Bhu Bhrrrati (Record of Rights in Land) Rules, 2025 were also {iamed vidzr G.O.Ms.No.39, Revenue (Land Administration-I) Department, d,;ttcd 14.04.2025. Therefore, petitioner has to submit online application. along with all relevant documents, to the Competent Authority as; specified under Schedule A of the Rules, 2025 basing on the rr rrket value as mentioned in Schedule B of the Rules, 2025 ar_.,,,<l it is for the Competent Authority to consider the same and pass aprropriate orders strictly in accordance with the procedure Iaid down ulcler law
4. In the light of the said discussion, this Writ petirion is disposed of granting liberty to the petitioner to submit online application, along ,/' ). I I 3 with all the relevant documents, to the Competent Authority as specified in Schedule A of the Rules, 2025 basing on the market value mentioned in Schedule B of the Rules, 2025 with a request to include his name in Bhu Bharathi Portal and issue e-passbook and title deed within a period of one (1) week from the date of receipt of a copy of this order. On receipt of the said online application, Competent Authority shall consider and dispose of the same, in accordance with law. If the Competent Authority is not inclined to accept the request made by the petitioner, he shall assign specific reasons, pass a reasoned order and communicate the copy of the same to the petitioner. However, he shall complete the entire exercise within a period of sixty (60) days from the date of receipt of the said online application. There shall be no order as to costs.
