2. Petitioner herein is claiming that he is the absolute owner and possessor of land admeasuring Acs.3.04 guntas in Sy.No.49l1 and Ac. 1.06 guntas in Sy.No.52l1, situated at Seetharampally Village of Naspur Mandal, Mancherial District. ln proof of the same, he has filed copies of old pattadar passbook and title deed. He along with others submitted an application dated 03.03.2008 seeking successl0n proceedings in his favour in respect of the subject property. Alter promulgation of the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025, petitioner has submitted online application vide PDC No.2200176520, dated 18.01.2023 to include the subject Iand in Dharani Portal and issue e-pattadar passbook. Vide proceedings No.B5 I 1623 12023, dated 09.03.2023, respondent No.2 2 has passed orders in favour of the petitioner. Evt:r then, the same is not being implemented. Therefore, he has submittccL an application on
11.06.2025 ro respondent No.4 with a request to r.rplement the said order. Despite receiving and acknowledging thc said application, respondent No.4 did not act upon the same. Aggleved by the said inaction of respondent No.4, petitioner f,rled the presrrnt writ petition.
3. 'l'he Telangana Bhu Bharati (Record of Riql ts in Land) Act, 2025 (for shoft'Act, 2025,) was notified on 04.0i..t025 and it came into effect from 14.04.2025. The felangana Bhu Bharati (Record of Rights in Land) Rules, ZO25 were also framed yn?r, G.O.Ms.No.39, Revenue (Land Administration I) Department, d.Lted 14.04.2025. Therefore, petitioner has to submit online applicat;c r, along with alt relevant documents, to the Competent Authority as specified under Schedule A of the Rules, 2025 basing on the r.rarket value as mentioned in Schedule B of thc Rules, 2025 ,trrd it is for the Competent Authority to consider the same and pass al,,propriate orders strictly in accordance with the procedure laid dorvn ur ler law.

In the light of the said discussion, this Writ p,:tition is disposed of granting liberty to the petitioner to submit online a1:,plication, along :..rF=-r $:/ / 3 with all the relevant documents, to the Competent Authority as specified in Schedule A ofthe Rules, 2025 basing on the market value mentioned in Schedule B of the Rules, 2025 with a request to include his name in revenue record and issue e-passbook and title deed within a period of one (l) week from the date of receipt of a copy of this order. On receipt of the said online application, Competent Authority shall consider and dispose of the same, in accordance with law. If the Competent Authority is not inclined to accept the request made by the petitioner, he shalt assign specihc reasons, pass a reasoned order and communicate the copy of the same to the petitioner. However, he shall complete the entire exercise within a period of sixty (60) days from the date of receipt of the said online application. There shall be no order as to costs.
