Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to issue a Writ, Order or Direction more particularly one in the nature of writ of Mandamus, declaring the provisions of the second proviso to section 3 sub-clause (aa) (bb) of sub-section 1 of Section 4 and the proviso tax section 6 of the A.P.M.V.T.Act, 1963, as amended by the amending Act, 15/87, dated 16.2.1987 imposing compulsory payment of life tax in respect of four wheelers including the petitioner's new Motor Car to be registered in the State of Andhra Pradesh., as ultavires, unconstitutional of India, and violative of Art.14 and 19(1) (g) of the constitution of India and beyond the competence of the A.P.
