2. Since all these writ petitions arise out of common issue, they are being disposed of by this common order. Ir' a 2 SK, J WP No.2O619 of 2025 and batch A11 these writ petitions are filed seeking to declare the action of the respondents in refusing to register the various documents of SupplementarylCancellation/Rectification/ Ratification Deeds presented by the petitioners in respect of their lands either by Sub-Registrars or Tahsildar-Joint Sub- Registrars concerned as illegal and arbitrary

Learned Assistant Government Pleader for Stamps and Registration basing on the written instructions submits that in view of CCLA's LT.No.CMRO/CMRO/312024 dated 18.11.2025 addressed to the Commissioner and Inspector General of Registration and the Minutes of the Meeting dated L7.LL.2025 convened by the CCLA with the Commissioner and Inspector General, Registration and Stamps Department, the concerned Sub-Registrars will entertain the subject documents i.e., Supplem entary I Cancellation/ Rectification/ Ratification Deeds of the Principal Deeds containing agricultural properties registered in CARD prior to issuance of G.O.Ms.No.118 Revenue (Registration) Department dated 2B.lO.2O2O and where there are no subsequent conflict entries are reflected. She further submits that if the petitioners are presented the subject documents, the concerned Sub-Registrars should entertain the 3 SK, J WP No.206 19 of 2025 and batch sarne and pass orders as per the Registration Act, 1908 and the Indian Stamp Act, 1899.

In view of the submission of the learned Assistant Government Pleader for Stamps and Registration and CCLA's LT.No.CMRO/CMRO/312024 dated 18.11 .2025 and taking into account of the Minutes of the Meeting conducted by the CCLA with the Commissioner and Inspector General, Registration and Stamps Department dated 17.11.2025, all these writ Petitions are disposed of granting liberty to the petitioners to present their respective documents before the Registering Authority/Sub-Registrar concerned for Supplementary / Cancellation/Rectification/Ratification Deeds and on such presentation, the Registering Authority/ Sub-Registrar concerned are directed to receive, register and release the subject docunlents, subject to the petitioners complying with the provisions of the Registration Act, 1908 as well as the Indian Stamp Act, 1899.

The Registering Authority/Sub-Registrar concerned are further directed not to take any objection for delay aspect for the subject documents from the date of issuance of G.o.Ms.No.118 \ \ \ , 4 SK, J WP No.20619 of 2O25 and batch Revenue (Registration) Department dated 28.Lo.2o2o till date. It will be open to the Registering Authority to refuse the documents presented before it, if there is any objection, by duly assigning reasons in support of such decision and communicate the said decision to the petitioners. It is made clear that this court has not expressed any opinion on merits of the case as to the entitlement of the petitioners to get the subject document registered.
