According to the petitioner, land admeasuring Acs'2'00 gts., in Sy.No.678/A, Ac'0'08 gts', in Sy'No'675/A/1' Ac'0'16 gts., in Sy.No.705/2 and Ac'1'00 gts'' in Sy'No'734/4/1' situated at Kapulakanaparthy Village' Sangem Mandal' Warangal District, is the ancestral property and he has share in the said property. Even then, respondent No'6' who is his brother, obtained mutation proceedings and pattadar passbook in respect of the entire land in his favour' Therefore' the petitioner has submitted a representation dated 28'06'2025 to respondent No.3 with a request to cancel the mutation proceedings issued in favour of respondent No'6 in respect of the subject property. Respondent No.3 has forwarded the said application to respondent No.5 with a request to examine the l 2 same and take necessary action. Even then, respondent No.5 has not taken any action till date. Aggrieved by the said inaction of respondent No.5, petitioner filed the present writ petition.

As per the Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for shorr .Rules. 2025,),the petitioner has to submit online application to the Competent Authority as specified in Schedule A of the Rules, 2025 and as per the market value mentioned in Schedule B of the Rules, 2025, along with all the relevant documents and it is for the Competent Authority to consider the same. He cannot submit a representation physically to respondent No.3 whg is not the mpetent Authority to consider the said request. In the light of the said discussion, notice to respondent 6 is dispensed with. This Writ petition is disposed of tmg liberty to the petitioner to submit online application to mpetent Authority, duly enclosing all the relevant ents in terms of Rules,2025, with a request to delete the of respondent No.6. On receipt of the said a pplication, 3 appropriate the Competent Authority shall consider the same and pass orders in accordance with law by putting the petitioner and respondent No'6 on notice and affording them an opportunity' He shall complete the entire exercise within sixty (60) days from the date of receipt of the said application' Miscellaneous applications' if any pending' shall stand closed.
