Learned Standing Counsel for GHMC, basing on the written instructions, submitted that as many as twenty (20) complaints have been t 2 received from Mr. Mukund Das Soni No.l in all the writ petitions) alleging unauthorized are being made in the land in liurvey Nos.44l5/l and Maqta Mahaboobpet Village, Serilinganrpally Mandal, Ranga Reddy without obtaining requisite building permissions. [n the complaints, was claimed that Mr. Mukund Das Soni i:; the absolute owner and of the land in the above survey numbers and certain individuals, who grabbed his land, have made constructio n using fraudulent docurnents. is submitted that on receipt of such complaints, the staff of the GHMC all the constructions and it was obr;erved that the complaints to different categories of properties including ongoing completed and occupied buildings, r:ommercial shops and sheds. [t was noticed that few of the locations mentioned in the do not fall within the above surv3y numbers as referred to by complainant. That for the purpose of verilying whether the are authorized, notices have been issued to all the concerned under Section 635 of the Greater Hy,Jerabad Municipal C Act, 1955 (for short 'GHMC Act'). Most. of the owners/occupiers have to the said notices and have submitted written replies stating the complainant is repeatedly filing false rmd fiaudulent complaints with intention to harass, blackmail and extort rronev. Some of the owners of buildings, which had already 3 been constructed, stated that they are in occupation of the buildings since many years and there is no ongoing construction activity in their properties.
4. W.P. No.28978 of 2025: Learned Standing Counsel for GHMC submitted that the respondents No.6 and 7 herein are no way concerned with the land in the above survey numbers. One Mr. Dakshina Murthy is the actual owner of the land. Upon confirmation that the construction is being carried out in the land without any valid permission, show cause notice was issued. Thereafter speaking order was passed and later, sealing notice under Section 461,-A of the GHMC Act.
5. W.P. No.27013 of 2025: Learned Standing Counsel submitted that notice was issued to respondent No.6 herein calling upon him to submit relevant documents in respect of the subject land; he submitted reply stating that there is no ongoing construction at the site and he purchased the land on 18.06.1997 after the building was constructed and he is in physical possession and enjoyment of the land. That the vendor of respondent No.6 herein obtained building permission vide bullding permit No.l241 IMPZIHIIDA/95 dated
23.09.1996 and Group Housing permission vide file No.G/146/LPl148196 dated 01.03.1996 and the same were submitted along with the reply. Upon )l k 4 verification of the same, it was observed that the layout copy submitted by respondr:nt No.6 herein was only a draft layout and not an approved layout and that certain modifications were made to the existing construction, as such, show cause notice was issued to him for the said deviations. Subsequentll,, the complainant (Mr. Mukund Das Soni) submitted a letter withdrawing his complaint lodged against respondent No.6.
6. I4I.P. Nos.27292 and.Tl453of 2O25:. It is submitted that there is no ongoing construction activity in the open space rcserved for park purposes situated at Sai Nagar Colony, Maqta Mahaboobpet Village, Serilingampally Mandal, Ranga Reddy District. The layout is a Gram Panchayat layout and not a HUDA (Hyderabad Urban Developrnent Authority) layout. Therefore, the allegation of encroachment upon the open space of a HUDA layout is false, incorrect, and misleading. It is further submitted that the reliefs sough in both the writ petitions are identical in nature.
7. W.P. No.30977 of 2025: Learned Standing Counsel for GHMC submitted that notice has been issusd to the owner/occupier ofthe subject premises, calling upon him to submit all relevant documents along with a copy of the building permission, if any. In response thereto, the owner/occupier submitted 5 certain documents; however, no valid building permission was produced. The owner/occupier stated that there was no ongoing construction at the site and that the construction had already been completed and the building was fully occupied. Thereafter, the GHMC issued a show cause notice to the owner/occupier as there was no building permission. That speaking order will be passed in accordance with law.
8. W.P. No.32764 of 2025: lt is submitted that the GHMC issued notice to the owner/occupier of the subject land calling upon him to submit relevant documents along with copy of the building permission. The owner submitted documents, however, no valid permission was produced. Thereafter, the GHMC stopped the construction activity at the site on multiple occasions. However, the owner continued construction in violation of the directions issued by the GHMC, as such, shorv cause notice was issued calling upon him to submit explanation within a period of fifteen (15) days as to why the unauthorized construction should not be removed. Despite the same, the owner continued with unauthorized construction, and therefore the GHMC was constrained to seal the building. ! && 6
9. W.P. N O7 of 2O25: Learned Standing Counsel submitted that the GHMC inspected the site and noticed that one Mr. Prashant Reddy was carrying out unauthorized construction of basement at the site; the work was stopped immediately. Subsequently, show cause notice was issued calling upon the owner/ occupier to show sufficient cause as to why the unauthorized construction should not be demolished and there was direction to stop the construction forthwith.
10. W.P., No.37L17 of 2025: lt is submitted that the GHMC will conduct inspection of the site if any unauthLorized construction is noticed. If it is found that any unauthorized construction is going on, the GHMC will stop such work immediatell'. I l. 12. Learned, Standing Counsel submitted that the petitioners have approached this Court for extraneous reasons. Having lodged complaint against respondent No.6 in W.P. No.27013 of 2025, the petitioners have withdrawn the same, which shows the intentions of the petitioners are not genuine. The GHMC has been dealing with the said complaints with utmost sincerity, impartiality and diligence. As and when it was noticed by the GHMC that ongoing construction was being made without valid permission, the same has been stopped.

In the light of the submissions made by the learned Standlng Counsel for GHMC and written instructions taken on record, these writ petitions are disposed of directing the respondent authorities to take action pursuant to the show cause notices/speaking orders and ensure that no unauthorized construction is made by the unofficial respondents in these writ petitions. It is needless to state that action, if any, taken by the respondent authorities, in respect of the unauthorized constructions, shall be in accordance with law by giving opportunity of hearing to the petitioners and other concerned/ interested persons.
