LAKSHMAN WRIT PETITION N0.27196 of 2025 ORAL ORDER: Heard learned counsel for the petitioner and Mr.L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents.
2. According to the petitioner, she is the absolute owner and possessor of land admeasuring Acs.6.20 guntas Sy.No.63/9/B/2, situated at Yenkepalle Village, Mahadevpur Mandal, Peddapalli District. In proof of the same, she has filed pattadar passbook-cum-title deed in respect of the subject property. The said land is missing in Dharani portal, therefore, she has submitted online application bearing No.2300085691 to responddnt No.2 with a request to mutate her name in Dharani portal and issue e-pattadar passbook in respect of the subject property. The same was approved by respondent No.2 vide proceedings dated 18.07.2023. Even then, respondent No.2 did not issue latest passbook in respect of the subject property. During pendency of the said approved proceedings \ \ \ 2 dated 18.07.2023, the State has promulgated t re Telangana Bhu Bharati (Record of Rights in Land) Act,20'.t i which came into effect from 14.04.2025 and the Telanganr Bhu Bharati (Record of fughts in Land) Rules, 2025 (for ;hort .Rules, 2025') were also framed. Therefore, as per tht: Rules, 2025, the petitioner has submitted online applicl ion bearing No.2500024306, dated 18.04.2025 to responderl No.3 with a request to mutate her name in the Bhu Bharati po tal and issue e-pattadar passbook in respect of the subject pro|, ,rty. Despite receiving and acknowledging the said onlinc application, respondent No.3 did not act upon the same. Ag1;r ieved by the said inaction of respondent No.3, petitioner filr< the present writ petition.
3. Learned Assistant Government pleader for levenue, on instructions, would submit that respondent No.3 , rill consider I the said online application and dispose of t. Le same in accordance with law.

In the light of the said submission, this Wr t petition is disposed of directing respondent No.3 to cons ( er the said 3 online application bearing No.2500024306, dated 18.04.2025 submitted by the petitioner to mutate her name in the Bhu Bharati portal and issue e-pattadar passbook in respect of the subject property and also proceedings dated 18.07.2023 of respondent No.2, in accordance with law, by putting the petitioner and all interested parties on notice and affording them an opportunity. If respondent No.3 is not inclined to accept the request made by the petitioner, he shall assign specific reasons, pass a reasoned order and communicate the copy of the same to the petitioner. However, he shall complete the entire exercise within a period of thirty (30) days from the date ofreceipt ofa copy ofthis order. Miscellaneous applications, if any pending, shall stand closed.
