LAKSHMAN WRIT PETITION No.2 6837 0F 2025 ORAL ORDER: Heard learned counsel for the petitioners and Mr.L.Ravinder, Ieamed Assistant Government Pleader for Revenue.

Petitioners have filed a writ petition vide W'P'No'8348 of 2013 to declare the proceedings dated 16'01'2013 of the District Collector, Warangal, as illegal' Vide otder dated 03'04'2013' this Court disposed of the said writ petition holding that if the petitioners are permitted to submit a representation afresh to respondent No.1 within ten days from the said date seeking allotment of the subject land, respondent No'l shall' within six weeks from the date of receipt of the representation, consider the petitioners' request for allotment of land' in accordance with law' including the order of the Division Bench in W'P'Nos'1939 and 16700 of 2009, dated 24'08'2012' Till orders are passed by respondent No.l on the petitioners' representation' status quo as t I I a 2 on that date shall be maintained. However, it is made clear that if petitioners did not submit the representation within ten days, it is open to the respondents to take action, in accordance with law. With the above observations, this Court disposed of the said writ petition.
3. It is the specific contention of the petitioners that they have submitted representation on 0g.04.2013 to respondent No.l in compliance with the said order. Despite receiving and acknowledging the said representation, respondent No.r did not act upon the same. Aggrieved by the said inaction of respondent No. l, petitioners filed the present writ petition. 4. Learned Assistant Government pleader for Revenue has produced the written instructions of respondent No.7, wherein it was stated that respondent No.7 is not aware of the said representation dated 0g.04.2013 submitted by the petitioners to respondent No.l and he has not received any instructions from respondent No.l. The said written instructions are placed on record. J i I \ 3

Though the aforesaid order in W'P'No'8348 of 2013 was passed on 03.04.2013 granting liberty to the petitioners to submit representation within ten days from the date of order' petitioners have submitted the representation on 08'04'2013 and there is a delay of 12 years in pursuing the representation' There is no explanation, much less the plausible explanation for the said abnormal delay. However, it is for respondent No'l to consider the said representation and pass appropriate orders in accordance with law and also the directions issued by this Court in order dated 03.04.2013 in W'P'No'8348 of 2013' In the light of the said discussion' this Writ Petition is to consider the
