Petitioner herein is claiming that he is the absolute owner and possessor of land adrncasuring Ac.l.00 guntas in Sy.No.ll29lc2 situated at Itatnarnpet Village o{- Revenue Village Vilasagar, Boinpally Mandal, Rajanna Sircilla District, ol.l the strength of an unregistered Sada Ilainama executed by Sri Gaddi Mallaiah. According to petitioner, he has sr"rbmitted application dated 20.06.2025 to respondent No.i with a request to regularize the Sada Bainama. Despite receiving and acknowledging the said application dated 20.06.2025, respondent No.3 did not act upon the same. Aggrieved by the said inaction of rcspondent No.3, petitioner filed the present writ petition

3. Government has issued G.O.Ms.No.l.l2, dated 12.10.2020, extending the time to submit online applications seeking regularization of Sada Bainama up to 10.11.202A. Section 6 of the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for i' ,j I I I i I I I I I 2 ,) short, 'the Act') deals with the regularization of unregistered transactions and the sarne is extracted below: "6. Regularization of Unregistercd Transactions: ( l) Notwithstanding anything contained in this Act or any othcr law for the tirnc being in force, where any srnall or marginal f'anner acrluired rights over agricultural land by vir'tr,re of an alienation or transfer rnade or etl'ected otherwise than by a registered docurncnt belirre 02-06-2014, evidencing possession fbr morc than twelve years, and an application is submitted under the Telangana Rights in Land and Pattadar Pass Books Act, 1971, frorn 12-10-2020 and l0-l l-2020, for issue of a certificate to thc alicnee or transfbrec dcclaring that such alienation or transfer is valid, the Govenuncnt rnay, by notification, the processing o[ thesc applications firr regularization of unregistered transactious. (2) On issuc of such notification, the Rcvcnue Divisional Of trccr shall, within the prcscribed period. aftcr uraking such cnquiry as may bc prcscribed regarding the transf'er or alienation-and to asccrtain that the alicnation or transfer is not iu contrarrcutiou of thc provisions of the Telangana Land Refbnns (Ceiling on Agricultural Holdings) Act,,1973, the Urban l-and (Ceiling and Regulation) Act, 197(r, tlre Telangana Scheduled Areas Land Transfer Rcgr"rlation, 1959, and the Telangana Assigncd Lantls (Prohibition of Transfcrs) Act, 1977 and upon paynent of such staurp duty and registration f'oes as uray be prcscribed, issue a certificate to thc alienco or transferee declaring that the alienation or transfer is valid frorn the date of issuc of such certificate. This certificatc shall be cvidence of such alicuation or transfer as against the alienor or trausferor or atry person clairning interest under him. (3) Nothing contained in sub-sections (l) and (2) shall be dcerned to validate any alienation where such alienation is in contravention of the provisions of the Telangana Land Refonns (Cciling on Agricultural Holdings) Act, 1973, the Urban Land (Ceiling and Regulation) Act, 1976, the Telangana Scheduled Areas Land Transfer Regulation, 1959, and the Telangana Assigncd Lands (Prohibition of Transfers) Act, 1977."

4. On consideration of the said provision, vide order dated

26.08.2025, a Division Bench of this Courr dismissed W.P. (PIL) ; I I I 1 I I 3 No.270 of 2020 as infructuous and rnodified the interim order dated I 1.1 I .2020. Therelbre, the petitioner cannot submit a representation dated 20.06.2025 to respondent No.4 seeking regularization of Sada Bainama, and then file the present writ petition alleging non-consideration of the sarne. Accordingly, the petitioner is not entitled to any reliet, rnuch less the relief sought in the present writ petition, and the same is liable to be clismissed.
