LAKSHMAN N ORAL ORDER: Heard learned counsel for the petitioner and Mr.L.Ravinder, learned Assistant Government Pleader for Revenue appearing on behalf of the respondents.

The Petitioner herein is claiming that he is the absolute owner and possessor of the land admeasuring Ac.16-28 guntas in Sy.No.660 and Ac.2-00 guntas in Sy.No-668, situated at Shamshabad Village and Mandal, Ranga Reddy District under an unregistered Sale Deed dated 12.06.1989 'executed by Sri T.Balabhadra Das and others. He has submitted a ,.pr"r"ntution dated 18.08.2025 to respondent Nos.2 and 4, with a request to regulanze the said unregistered Sale Deed. Despite receiving and acknowledging the said representation, respondent Nos.2 and 4 did not act upon the same. Aggrieved by the said inaction of respondent Nos.2 and 4, the present writ petition is filed.
3. The Government issued G.O.Ms.No.Il2, dated 12.10.2020, \ gxtending the time to submit online applications seeking 1": i t: I I I I I I i i' 2 't regulanzation of Sada Bainama up to 10.1 I .2020. Section 6 of the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short, 'the Act') deals with the regularization of unregistered transactions and the same is extracted below: "6. Regularization of Unregistered Transactions: (l) Notwithsta,ding anything contained in this Act or any other law for the time being in force, where any small or marginal farmer acquired rights over agricultural land by virtue of an alienation or transfer made or effected otherwise than by a registered document before 02-06-2014, evidencing possession for more than twelve years, and an application is submitted under the Telangana Rights in Lirnd and Pattadar Pass Books Act, l97l, from 12-10-2020 and l0-ll-2020, for issue of a certificate to the alienee or transferee declaring that such alienation or transfer is valid, the Government may, by notification, the processing of these applications for regularization of unregistered kansactions. (2) on issue of such notification, the Revenue Divisional officer shall, within the prescribed period, after making such enquiry as may be prescribed regarding the transfer or alienation-and to asceftain that the alienation or transfer is not in contravention of the provisions of the Telangana Land Reforms (ceiling on Agricultural Holdings) Act,19'73, the Urban Land (Ceiling and Regulation) Act, 1976, the Telangana Scheduled Areas Land Transfer Reguration, 1959, and the Telangana Assigned Lands (prohibition of Transfers) Act, 1977 and upon payment of such stamp duty and registration fees as may be prescribed, issue a certificate to the alienee or transferee declaring that the alienation or transfer is valid from the date of issue of such certificate. This certificate shall be evidence of such alienation or transfer as against the alienor or transferor or any person claiming interest under him. (3) Nothing contained in sub-sections (l) and (2) shall be deemed to validate any alienation where such alienation is in contravention of the provisions of the Telangana Land Reforms (ceiling on Agricultural Holdings) Act, 1973, the Urban Land (ceilingand Regulation) Act, 1976, the Telangana Scheduled Areas Land Transfer Regulation, 1959, and the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977.,, (.\ \ .( i 3
4. On consideration of the said provision, vide order dated
26.08.2025, a Division Bench of this Court dismissed W.P. (PIL) No.270 of 2020 as infructuous and modified the interim order dated 11.11.2020. Therefore, the petitioner cannot submit a representation dated 18.08.2025 to respondent Nos.2 and 4 seeking regularization of the unregistered sale deed dated L2.06.1989, and then file the present writ petition alleging non-consideration of the same. Accordingly, the petitioner is not entitled to any relief, much less the relief sought in the present writ petition, and the same is liable to be dismissed.
5. Accordingly, the writ petition is dismissed. There shall be no order as to costs. As a sequel, miscellaneous petitions pending, if any, shall stand closed. : i : i I I /TRUE COPY/ To,
