According to the petitioner, her father late Shayini Ram Reddy u,as the absolute or'r,ner attd possessor ol the land admeasuring Acs.3.7 'Z gr-rntas in Sy.No.158, Acs.7.07 guntas in Sy.No. 161; total admeasuring Acs.10.1412 situated at Pendyal Village, Maheshu,aram Mandal, Ranga Reddy District. Her leLther died fort1, (40) years back and her mother died in thc year 2004. According to her, her sisters also died long back an,i she has one brother. After the death of her parents, the petitioner succeeded to the said property. She has submltte<l representations dated 27 .12.2018, 27 .O7 .2024 and 21.O4.2025 to respondent Nos.2 to 4 with a request to make entries; ir-r revenue records and issue e-pattadar passbooks. Despite receiving and acknou,ledging the said I(L,.] w.P.No.26436 OF 2025 2 representations, the respondents did not act upon the same' Aggrieved by the said inaction of respondent Nos'2 to 4, the petitioner filed the present writ petition'
3. Though the pe titioner is claiming- right over the aforesaid property, she has not filed pattadar passbooks of her father. She has filed pahanies for the year 1968-69 ' 1969- 70, lgTO-71, lg73-74, 1975-76, 2Ol4-15 and 2O15-16 issued by the Deputy Tahsilclar. Though the father of the petitioner expired forty years back and the mother of the petitioner expired in the year 2OO4, tlre petitioner has submitted the aforesaid representations only on 27 'I2'2OLS There is no expianation, much less plausible explanation from the petitioner, u,ith regard to the abnormal delay in approaching respondent Nos.2 to 4 seeking mutation of the property and issuance of passbooks in respect of the subject property' She has to file .joint statement in the form of sworn affidavit in terms of 7 (21 of the Telalgar-ra Bhu Bharati (Record of Rights in Land) Rules, 2O25 (for short 'Rules, 2O25'l and she has to submit online application to the competent authority in terms of Schedule-A of the Rules 2025 along with all relevant \ s5*"*=', J I(L, J W.P.No.26436 OF 2025 documents and it is for the competent authority to consider the same
4. ln the light of the aforesaid discussion, the writ petition is disposed of granting liberty to the petitioner to submit online applicalion along with all relevant documents including joint statement in the form of sworn afliclavit in terms of T (2) of Rules, 2O2i> to the competent authority with a request to issue succession and obtain proceedings. On receipt of the same, it is fbr the competent authority to corrsider and dispose of the same in accordance rlith la\^,. There shall be no order as to costs.
