Brief facts as stated in this writ pe tition are that near APJ Abdul Kalam Park, Powar Nagar, Moosapet some unknown persons from unknown placcs are coming and gathering near the park and consuming Ganja, Alcohol, MDMA and other Narcotic and Psychotropic substances and are committing nulsalces and illegal acts uiz., eve-teasing, man-handling the pedestrians, sr-iatching phones, gold / silver chains, morlev lrom labours by beating them.
