13. I 1.2016 for recruitment to Group II Services pursuant to Notification No. 2Ol2O15, dated 30.12.2O15 and Notilication No. 17 l2016, dated O1.O9.2O16. They seek to declare the said re- valuation as being contrary to the recommendations of the duly constituted Technical Committee, in violation of the directions issued by this Court in Writ Appeal No. 1525 of 2O18 and batch, dated 03.O6.2O19, and further as being violative o[ Articles 14 and t6 of the Constitution of India. Pelitioners, therefore, pray that provisional selection notification dated 24.10.2019 be set aside, and a direction be issued to the 2"d respondent to prepare a fresh list of candidates in the ratio of 1:3 for certificate verification and 1:2 for interviews in accordance u,ith the binding directions of this Court. )
2. Heard Sri G. Sat5ranarayana yadav, Iearned counsel for petitioners and Sri p.S. Rajashekar, learned Standing Counsr:l for TGPSC.

This Court in Writ petition No. 268g3 and 24322 of 20 19 a.rising out of the subject notifications, considered the issue in detail arrd held that the 2nd Respondent had violated the lettr:r and spirit of the Division Bench's judgment and acted beyond its lawful powers- Its actions have resulted in manifest injusticr: to petitioners, who abided by the rules and were entitled to fair consideration. In conclusion, this Court held that re-evaluation and publication of results by ths 2.,a Respondent through Notification dated 24.ro.2o19 are vitiated by arbitrariness, illegality and non_compliance with judicial directions. lnclusion of candidates, who have tampered part_B of OMF: answer sheets is declared illegal, void and unconsti rurional. Accordingly, both the Writ petitions are allowed todav.
4. In the light of the same, this Writ petition is also allowed. '[he impugned action of the 2"d respondent_TGpSC is set aside The 2"a respondent is directed to re_evaluate and finalize the sclection strictly in accordance with the directions issued by the Division Bench in Writ Appeal .No. 1525 of 201g and the r ecommendations of the Technical Committee dated J O9.O3.2O17, and to issue appointment orders to the eligible candidates within eight weeks from the date of receipt of a copy of this order. The 2"d respondent is further directed to ensure,
4.1. henceforth, that evaluation of OMR sheets in all the recruitments is conducted in strict conformity with the notilied instructions, and that adequate transparency measures, including physical veril-rcation, videography, and record preservation, are implemented to prevent recurrence of such irregularities. No costs.
