I and 3 and Mr.G. Satl,anarayana Yadav, learned Standing Counsel for respondent No.2.

Amendment to Category a(b) of Rule 5(1) of the Telalgana Lokayukta and Upa-Lokayukta (Officers and trmployees) Services Rules, 1986 (for short, 'the Rules') has been questioned by the petitioner, who belongs to the cadre of Personal Assistant to Lokayukta, Upa Lokayukta ar-td Registrar. According to the petitioner, the amenclment t t carried out under Rule 5( 1 ) of the Rules, uide G.O.Ms.No.189 dated 22.O8.2o24(Annexure P1) to the following elfect: '- "ln the said rules in rule 5, in sub-rulc(l), in the table thcre under, against catcgory 3(a) for item (i) the following shall be substituted, namely:- "(i) In the case of Categories 3(a) and (c) by promotion from Category-4(a)(i1l Yiz., Assistant Registrar (Judicial) and 4(b) viz., Assistant Registrar (Accourlts); or"" does not include the cadre of Personal Assistants to Lokayukta, Upa-Lokayukta and Registrar narned under Categor], 5(a) in the channel for promotion liom Category 4(a)(ii) Assistant Registrar (Judicial) and 4(b) Assistant Registrar (Accounts) to Category 3(a) and (c) l.e Deputy Registrar and Secretary to the Lokayukt.a. Therefore, petitioner has preferred the instant writ petition. Petitioner has mad,: re presentations, dated 03.O4.2025 and

Hou,ever, since, the respondents did not heed to I I t I I R.q )r-- I -t the petitioner's grievance, she has been compelled to approach this Court.

Learned counsel for the respondent - State submits that il the petitioner makes her represeirtation to respondent No.1 Genera-l Administration Department through proper channel from the oflice of Lokayukta, her grievance can be considered in accordance with law. [t is submitted that the petitioner wants a channel of promotion from her cadre to be included for promotion to the post of Assistant Registrar (Judicial)/ Assistant Registrar (Accounts) and to Category 3 Deputy Registrar. It is further submitted that the petitioner, however, cannot question the impugned amendment made providing channel of promotion to Category 3(a) and (c) by promotion lrom Category a(a)(ii) Assistant Registrar (Judicial) and Category 4(b) Assistant Registrar (Accounts), as it is within the policy domain ol the Rule Making authority and moreover, petitioner's cadre constitutes a separate class.

4. ln vieu, of the aforesaid lacts and circumstances, at this stage, this Court is not inclined to make alry remarks \ I I I I I on the plea raised by the petitioner for <:reation of a - channel for promotion from her cadre to that of Assistant Registrar (Accounts) and consequently to Deputy Registrars as provided under Rule 5, which prescribes the method of appointment to different ciltegories of post/posts. Petitioner is therefore given liberty to make representzltion through proper channei to respondents No.1 and ll. .\eedless to sa.y, respondents No.1 and 3 would consider her representation in accordance with law in a reasonable time

5. Accordingly, the instant Writ Petition is disposed of. There shall br: no order as to costs. Miscellaneous applications pending, if any, shall stand closed. SD/-A.
