3. Heard Mr.V.Ravichandran, learned counsel for the petitioner ald learned Government pleader for Services_I appearing for the respondents.

Learned counsel for the petitioner submits that while the petitioner was working as Senior Assistant, respondent No.3 issued proceedings dated 29.O3.2023 suspending the petitioner from service on the allegation of diversion of pDS rice from MLS point, Sultanabad. Subsequently, the petitioner was reinstated into service uide proceedings dated 05.12.2023. However, basing on the very same allegation, disciplinary proceedings were initiated -1I 2 PK,J Wp-25553-2025 against petitioner uide dnarge memo dated 12'06'2023' framing two charges, by alleging that there was a shortage of rice during an inspection and that out of hve lorries of PDS rice ' bags were unloaded from three lorries at MLS Point' while the other two lorries were diverted. ['earned counsel further submits that the petitioner submitted an explanation to the said charge memo' however, without considering the same, punishment of stoppage of three increments with cumulative effect was imposed on petitioner uide proceedttngs No.A3/ 39 7 I 2023 dated 1 5'04'2025' Subsequent to proceedings dated 15 'O4 '2025, the Disciplinary Authority uide Memo No.A3 l3g7 12023 dated 12'08'2025 directed the Drawing and Disbursing Officer, Revenue Divisiona-l Office, Manthani to recover thc amount of Rs'36,79,031/- from the petitioner' Leamed counsel for petitioner also submitted that aggrieved 5. by the proceedings dated 15'04'2025 and memo dated l2'O8'2O25' the petitioner preferred an appeal before 2'd responrieit on 22.08.2025 and the same is pending' Therefore' learned counsel prays this Court to direct 2'd respondent to dispose of the appeal frled by the pelitioner ot 22'08'2025, rvithin a stipulated period of time.
