Petition under Article 226 of the Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to A. lssue a Writ of Mandamus declaring the inaction of Respondents Nos. 3 to 5 in implementing the RDO, Chevella Proceedings No. C1l229Bl2O18 dated 12-12-2018 (conversion of Sy. Nos. 2771A3 and 2771A5, total extent Ac. 7- 17 Gts, Chevella Village, Chevella Mandal, Rangareddy I District, Telangana.) by mutating the land use classification as Non Agricultural in the official revenue records/portals (Bhu Bharathi) as illegal and arbitrary, and consequently direct the said Respondents to forthwith (within a time frame to be fixed by this Honourable Court) enter and reflect the classification as Non Agricultural, commence NALA assessment, and issue all consequential certifications/endorsements. B. Direct the Respondents to consider and dispose of the Petitiorrers representations dated 19 04 2024 and 01 05 2025 by passing a reasoned/sp€,aking order and to effect the requisite mutation in the revenue records for Sy. A consequential prayer is sought to direct the official respondents to consider his representations dated 19.04.2024 & O 1 .05.2025 by passing a reasoned / speaking order and to effect the requisite mutation in the revenue records for Survey Nos.277 lA3 &' 277 /AS at Chevella Village in accordance with the proceedings issued by respondent No.4.

2. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing for respondent Nos.1 to 5.

Learned counsel for the petitioner submitted that the petitioner purchased plot No.19B admeasuring 10O square yards in Survey Nos.277 /A3 & 277 /AS (herein after referred as subject property) from one Md.Sardar under a registered. sale deed bearing document No.937 | of 202\ who inturn purchased the same from one Md.Abdul Ghani and Mohd. Wajid through a registered sale deed bearing No.19504 of 2018. It is further submitted that one Mr. Lingaiah and \ ' a. tI '! I : 2 Mr. Laxmejah were the pattadars. and joint owners and posserss of agricultural land admeasuring T -lr guntas at chevella tv & M), Rangaredd;,r District. The said property was thereafter alienated in favor of vendors of Mohd. Sardar (vendor of the petitioner) under registered sa-le deed document Nos. 16lz /2oL4, ss66l2oL4 & 682312o15, dated 16.o4.2014, 22.12.2o14 & 19.11.2015 respectively registered in the office of sub-Registrar, chevella. subsequently, the vendors of lvld. Sardar applied for conversion of agricultural land into non-agricult.ural use and remitted an amount of Rs.1 ,22,62s/_ through Chrillan for conversion of the sarne. Consequent thereto, the respondent No.4, who is the competent authority passed proceedings No'Cll229B/2018, dated L2.12.2O18 for conversion of the said tand into non-ag.icultural use and directed respondent No.S to carry out necessary ch.anges in the revenue records. It is further submitted that the Gram Panchayat, Chevella approved and sanctioned a layout over the converted land, creating 222 residential plots under the narne "s.M.Green \/alley", out of which the petitioner purchased one plot, which is the rsubject property. It is further submitted that pursuant to the said dire:tion given by respondent No.4 to respondent No.S, the said land purchased by the petitioner is still appearing as agricultural land. As rsuch, the petitioner submitted a representation to respondent lio.4. But, till d.ate, no action is taken upon the petitioner's representations dated 1g.o4.2024 & o1.o5.202s. 3 Aggrieved by the same, the petitioner is constrained to file the writ petition.

4. Learned Assistant Government Pleader for Revenue submitted that the petitioner's representations will be considered in due course of time and seeks to pass appropriate directions to the concerned authority.

This Court, having heard learned counsel for the petitioner and learned Assistant Government Pleader for Revenue, without going into merits and demerits of the case, deems it appropriate to direct the official respond.ent Nos.3 to 5 to consider the petitioner,s representations and pass appropriate orders strictly in accordance with law.
