By the impugned order dated 21.O8.2025 the Teiangana Human Rights Commission (hereinafter referred to as, "the Commission") in H.R.C.No.4Z7S of 2025 has made a recommendation to return the certi{icates of complainants/ students forthwith and report to the learned Commission. The District Coilector, Hyderabad District, has been directed to take appropriate and necessary action in tune with the recommendation.
3. Learned counsel for the petitionerr: submits that the complaint was lodged on 21 .O8.2O25 (Annexure p2) and the impugned order was passecl on the same date. The -) proceedings sufler from not only violation of principles of natural justice as the petitioners, who are representatives of the educational society and institutions, werd not put to notice but a-1so suffers from lack of jurisdiction, since the grievalce of non-return of educational certificates to the complainants/ students does not come within the definition of "Human Rights" under Section 2(d) of the Protection of Human Rigl-rts Act, 1993. He also refers to Regulation 9 of the National Humal Rights Commission (Procedure) Regulations, 1 994, lr'hert:in ordinariiy n-iatters enumerated therein would not be entertained by the Comrnission. However, he submits that the learned Commission has issued summons on 25.08.2O25 to the Chairman and Principal of the Sultan-ul Uloom Coilege of the petitioner No.1 - Society. Therefore, he seeks liberty to the petitioners to appear before the learned Commission and take all objections as are available on facts and in iaw. It is prayed that till the proceedings are closed after taking note of the petitioners' objection, the impugned order may be kept in abeyance. / ,)

Upon hearing the learned counsel for the petitioners, we are of the view that in the instant proceedings i'e', H.R.C.No.4775 of 2025, if the petitioners have been asked to appear and file their response/reply affidavit, the passing of impugned order in the nature of making recommendations to the District Collector, Hyderabad, was premature.
5. We refrain from observing on the question of the jurisdiction ol the Commission at this stage, since the petitioners are willing to appear and file their reply affrdavit to the summons issued upon them on 25'OB'2O25' However, since the proceedings appear to be underway in view of the summons dated 25.08.2025 issued upon the petitioners, the impugned order be kept in abeyalce till the proceedings are closed after considering the objection of the petitioners, if any, and upon hearing the parties by the learned Commission. The petitioners should appear and file their objection, if any, before the learned Commission within a period o[ one week. I
6. The writ petition is accordingly disposed of. However, there shall be no order as to costs. Miscellaneous applications pending, if any, shall stancl ciosed. SD/.
