Petitioner herein is claiming that she is the absolute owner and possessor of land admeasuring Acs'4.00 guntas in Sy.No.240lB, situated at Tummella Village, Vaddcpalli Mandal, Mahabubnagar District (presently . Rajoti Mandal, .logulamba - Gadwal District), on the strength of registcred sale deed bearing document No.6672 of ZbqO, datecl
20.I 1.2009. She has also purchased land admeasuring Acs.3.08 guntas in Sy.No.247 of the very same village under the same registered sale deed. Het name was mutated in the revenue recorcl and latest pattadar passbook was also issued in her lavour. Viclc impugued endorsement dated 22.02.2025, responden{ No.4 rcjccted the said application and written representations on thc ground that as per the survey conducted by the then Mandal Survcyor, petitioner was in p,rssession and enjoymcnt ol'thc land adrneasuring Acs.2.00 gtlntas cach in Sy.Nos.239 and 240 rcspcctively, but the tolal extent of Acs.4.00 ijuntas, which was purchased was rllentioned in Sy.No.240 only in the registcred sale deed bearLrlg docutneut No.6672 of 2009, dated 20.I 1.2009. As per the Telangana Rights in l-ancl and Pattadar Pass Books Act,2020., rcs]rondent No.4 has no .jurisdiction to rectify the said entries and there is dispute. As discussed supra, vide the aforesaid registered sale deed, petitioner has purchased the land admeasuring Acs.4.00 guntas in Sy.No.240lB and also Acs.3.08 guntas in Sy.No-247, situated at Tummella Village, Vaddepalli Mandal, Mahabubnagar District (presently Raj oli Mandal, Jogulamba Gadwal District). Therefore, the reasons mentioned by respondent No.4 in the impugned endorsement dated
22.02.2025 is factually incorrect and also contrary to the said sale deed.

[t is also apt to note that during LRUP, considering the possession of the petitioner over the aforesaid land admeasuring Acs.4.00 guntas in Sy.No.240lB, latest pattadar passbook and title deed were issued on 30.04.2018. Now, the respondents can't reject the request made by the petitioner. There is no need to the petitioner to approach the competent Civil Court. The reasons assigned by respondent No.4 are contrary to the record. However, respondent No.4 is not the Competent Authority to consider the said online application submitted by the petitioner to include her name in Dharani \.-,'! 4 Portal. It is respondent No.2, who is Competent Authority as per ROR ;\c1,2020. Viewed from any angle, the impugned endorsemerrt dated 22.02.2025 is not on conside,ration of the aforesaid aspects and the same is liable to be set ai;ide.
6. State has promulgated the Telangana Ilhu Bharati (Record of Rights in Land) Act, 2025 (for short Act,2025'), which came into effect tiom 14.04.2025. The Telangana Bhu Bharati (Record of Rights ln [-and) Rules, 20!15 (for short 'Rules, 2025') were also framed vide G.O.Ms.No,39, Revenue (Land Administration-I) Department, dated. 14.04.2025. As per the Rules, 2025, petitioner has to submit online application., along with all the relevant documentr,.tip terms of the Rules, 2025 to the Competent Authority as specihed in Schedule A of the Rules, 2025 as per the nrarket value mentioned in the Schedule B of the Rules. 2025.It is for the Competent Authority to consider the same
7. In the light of the said discussion, this Writ Petition is disposed of setting aside the impugned endors,:ment dated 7 5

Liberty is glanted to thc petitioncr- to submit online application, along with all the relevant doournents, to the Competent Authority, within one (l) week liom the date of receipt of a copy of this order.
