Petitioner herein is claiming that he is the absolute owner and possessor of land admeasuring Acs.6.l0 guntas in Sy.Nos.695,44 (695, 6951t, 69st2, 69513, 69514, 695/5 and 695/9) situated at Aroor Village, Valigonda Mandal, yadadri- Bhuvanagiri District. He is also the owner of land in other survey numbers of the very same village. Hd is seeking correction of data and rectification of entries in respect of the said land in revenue record. He has obtained information under Right to Information Act, 2005 from respondent No.4 dated 27 .07.2021 . According to the petitioner, reasons mentioned by the Public Information Officer of respondent No.4 - Authority, are factually incorrect. There is no provision in Dharani portal to seek correction of the said wrong entry as stated in memo in 2 \ .-- .l \ '.1 -II Letter No.A/378/2021 , dated2l .01 _2021 of publrc Inlormation Officer of respondent No.4 - Authority. There bre, he has filed the present writ petition.

3. Perusal of the record would reveal that latest pattadar passbook was issued to the petitioner on 26.04.201g. The afbresaid property is not mentioned in the latest pattadar passbook. Even then, he is silent. He has obtained information under Right to Information Act, 2005 from the Ofhcer of respondent No.4 on 21 .01 .2021 . From that date also, petitioner did not take any steps and the only explanation oi'fered by him is that he is 86 years old and he is suffering with health issues

4. State has promulgated the Telangana Bhu BharLti (Record of Rights in Land) Act, 2025 (for short ,Act, 2025,), ryhich came into effect from 14.04.2025. The Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short 'Rules, 2t25') wcre also framed t,ide G.O.Ms.No.39, Revenue (Land Ac ministration_l) Department, dated 14.04.2025. As per the Rules, 2025, petitioner has to submit online application to the Competent r\uthority as specified in Schedule A of the Rules, 2025, basing ,rn the Market ) Value as mentioned in the Schedule B of the Rules, 2025, along with all the relevant documents with a specific request to include his name in the revenue record and issue e-pattadar passbook. On receipt of the said application, it is for the Competent Authority to consider the aforesaid aspects including delay, old pattadar passbook and dispose it of in accordance with law.

In the light of the said discussion, this Writ Petition is disposed of granting liberty to the petitioner to submit ontine application in terms of the Rules, 2025 to the Competent Authority as specified in Schedule A of the Rules, 2025, basing on the Market Value as mentioned in the Schedule B of the Rules, 2025, along with all the relevant documents with a specihc request to include his name in the revenue record and issue e-pattadar passbook. On receipt of the said application, the Competent Authority shall dispose it of in accordance with law by putting the petitioner and all interested parties on notice. If the Competent Authority is not inclined to accept the request made by the petitioner, he shall assign specific I I '.l 4 I reasons, pass a reasoned order and communictLte copy of the same to the petitioner herein. However, he shall cornplete the entire exercise within thirty (30) days from the date of receipt ofonline application. There shall be no order as to costs.
