The petitioner herein is claiming that she is the absolute owner and possessor of land admeasuring Ac.0.19Yz guntas in Suwey No.1077 and Ac.1.20% guntas ln Survey No.1078/3, situated at Edutabad Village, Ghatkesar Mandal, Medchal-Malkajgiri District, on the strength of a registered Sale Deed bearing No.6652 of 2004, dated 10.05.2004. Her name was mutated in the revenue records, and old pattadar passbooks were issued in her favour. In support ofher claim, she has filed a copy of the aforesaid sale deed along with the old pattadar passbook. She has submitted an application bearing No.060501701 l1 dated
03.06.2025 to respondent No.4, with a request to issue an E-Pattadar Passbook. Despite receiving and acknowledging the said application, respondent No.4 did not act upon the same. -- 2 KL, J w.P.No-25018 or2025 Aggrieved by the said inaction of respondent No.4, rhe present writ petition is filed.

Based on the valuation prescribed under Sch,:dule_B of the Telangana Bhu Bharati (Record of Rights in Lanc) ILules, 2025 (for short, 'the Rules'), if the market value of the land is below Rs.5 lakhs, respondent No.3 is the competent authorty to consider the online application and if the market value exceecs Rs.5 rakhs, respondent No.2 is the competent authority. z\dmittedly, Respondent No.4 is not the competent authority under the said Rules. It is f'urther noted that the petitioner has not r;ubmitted any representation either to respondent No.2 or respondenr. No.3.

In light of the aforesaid discussion, this writ petition is disposed of granting liberty to the petitioner to subrnit an online ' or respondent No.3, application, either to respondent No.2 depending upon the market value of the subject land, along with all relevant documents, with a request to issue ar E_pattad,ar Passbook. Upon receipt ofsuch application, either respondent No.2 or respondent No.3, shall consider and dispose ofthe sarne strictly in accordance with the procedure laid down under lav,, by putting the petitioner and respondent No.5 on notice and afforcing them an 3 I(L, J W P.No.250la of2025 opportunity. If respondent No.2 or respondent No.3 is not inclined to accept the request made by the petitioner, they shall pass orders assigning specific reasons and communicate a copy of the same to the petitioner. However, they shall complete the said exercise within a period of thirty (30) days from the date of receipr of the said application. There shall be no order as to costs.
