LAKSHMAN WRIT PETITION No.24186 of 2O2S ORDER: Heard learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue.

According to the petitioner, he is absolute owner and possessor of land admeasuring Acs.2.00 gts equivalent to 9680 sq.yds 1n Sy.No.9/1, situated at Ward No.1 1, Block No. 14, Haripuri colony, Saroornagar Village and Mandal, Ranga Reddy District. He has submitted Bhu Bharathi Application No.2500083552 dated 26.O7.2025 with the 2"'t respondent with a request to mutate his name and issue E pattadar passbook. Despite receiving and acknowledging the said online application, the 2"d respondent did not act upon the same. Aggrieved by the inaction of the 2"d respondent, petitioner filed the present Writ Petition. \r-7 \ KL.J U :r , ).2{ t,((r of 2025 ,)
3. It is apt to note that the subject plcl)ert\.is in Haripuri Colony, Saroornagar Village ancl Ilan(Ia1. It is in Greater Hyderabad Municipal Corporertion (GHMC) limits, urban area. The provisions of rlre Andhra Pradesh Rights in Land and pattadar pass Books Act, 797 I or the Telangana Rights in Land a-rl pattadar Pass Books Act or Bhlr Bharathi Act, 2oll5 are not applicable to the urban properties. They arc applicabie to the agricultural propcrties. Section 3 (7) tf the Bhu Bharathi Act, 2025 says that nothing in Elhr.r Bharathi Act,2024 shall apply to non-agricultural Iael in rrrban areas as may be notified by the Governrr,rnt. In the present case. there is no notification issucd by the Government. 'lherefore, the provisions of Bltrr Bhtrrathi Act, 2025 are not applicable to the subje,:r prooerty. Despite the same, the petitioner has lilcd online application r,r,ith the 2,,a respondent to nLut:rte his name and issue tr-pattadar pass book. I tt filerl the present writ petition alleging non considenrr ton of the KL,J W P No 24186 of 2025 l said request. Therefore, the petitioner is not entitled for any relief, much less the relief. sought for in the present writ petition and same is liable to be dismissed.
4. Accordingly, this Writ Petition is dismissed. However, Iiberty is granted to the petitioner to workout his remedies available under law.
