THE HONOURABLE SRI JUSTICE NAGESH BEIEEMAPAI(A WRIT PETITION No.241O3 OF 2025, ORDER: The petitioner, Sri Vemula Prashant Reddy, the elected MLA of Balkonda Legislative Assembly Constitue,ncy, has filed this Writ Petition chrrllenging the action o:' respondents Nos.3 to 15 for allegedly not pcrmitting hirn to distribute the Kalyana Lakshmi and Shaadi IV[ubarak cheques to the beneficiarier; as per the policy laid dovvn in G.O.Ms.No. iB, BC \Velfare (OP) Depr:rtmc:nt dated 29 06-2016 and G.O.IVs. 2. Heard Sri M. Roopender, learned counsel for the petit-ion&;-*earned Government l)leader for Social We]fare, ,) ) for respondent Nos.l and 2 and learned Government pleader for Revenue, for respondent Nos.3 to 15.

3. Learned counsel for the petitioner submits that the petitioner is al clected MLA of Balkonda Legislative Assembly Constituency. He submits that the petitione r, being an MLA, is authorized to distribute the rvelfare cheques as per the clear instructions in the Government Orders. I{e submits that tiie respondents }rave delayed the distribul-ion of Kalyana Lakshmi and Shaadi Mubaral< cheques and have arlso refused to permit him to distribute the cheques at his oflicial MLA camp office, resulting in the expiry of some cheques and jeopardizing the rights of the beneficiaries. He submits that the respondents have acted in a biased marner favoring ruling party leaders and disregarding the elected representative,s role. Therefore, the petitioner seeks a rvrit of Mandamus directing respondent Nos.3 to 15 to permit him to distribute the cheques timely at his official MLA camp office and for disciplinary action against errant officials. J

5. Lear;ted Government Pleader for Revr:nue submits thzrt respondent Nos.3 to 15 have acted in .ac:ordance lr,ith Government's instructions arrd that all pr ocedures are being follovved. He further submits that th,: distributior-r plans hitve been communicated and that tt e petitioner,s allegations of political bias are unfounded. He assures that tl-re respondents witl comply with the Governmcnt Orders. He further submits that the distribution of the Kalyan a Lakshmi and Shaadi Mubarak cheques is scheduled to take pl€rce at the MLA Camp Office, Ball<onda, on 25.O9.2025 at 1l:00 A.M.

The Government Orders in question clearly speci$ that distlibution of Kalyana Lakshmi and Shaadi Mubarak cheques is to be carried out by the concerne,d MLA on a weekly b;esis at a specified place as per the MLA,s wish. This scheme aims to assist weaker sections and vulnerable beneficialies in a timely and transparent n.t anner. It is imperative that such welfare schemes be Implemented 4 without political bias or manipulation. The elected representative of the constituency is the rightful authority to distribute the cheques, and officials are duty-bound to cooperate fully in ensuring this. Delay or denial of such distribution harms beneliciaries and defeats the purpose of the schemes. The Court notes that iu previous judicial pronouncements, similar grievances raised by opposition I\,ILAs were upheld, reaffirming the requirement of strict adherence to the applicable Government Orders' 7 Accordingly, this Writ Petition is disposed of lr'ith the following directions: - f i. Directing resPondents Nos 3 to 15 to organize and facilitate the distribution of Kalyana Lakshmi and Shaadi Mubarak cheques to the eligible beneficiaries of Balkonda constituency strictly in accordance with G.O.Ms.No.1B and G.O.Ms'No.25 and under the supervision of the petitioner, the elected MLA; The distribution of Kalyana Lakshmi and Shaadi 11 Mubarak cheques shall take place timely and at the offrcial MLA camp office or any venue as deemed fit w 5 by the petitioner as per the scheme guidelines, without undue influence; 1ll Re:spondent Nos. 1 and 2 are directe,d to initiate appropriate disciplinary proceedings against any officiai found to have violated the lJuidelines or obstructed the petitioner in performing eis legitimate rol:; ernd 1V.
