The brief facts of the case are that the petitioner was appointed as SA (Hindi) in the year 2006 and is presently working as School Assistant (Hindi) Teacher at Vikarabad District' Following the reorganization of the State under the Andhra Pradesh Reorganisation Act' 2014 ' cadte allocations were made uide G.O.Ms.No.3 77, GAD' dated O6' 12'2021' placing the petitioner in response to Vikarabad District' The Government' in representatlons from emPloYees, issued G.O.Ms.No.21, GAD guideiines for inter- O2.O2.2O22, laYing down (SPF-I), dated local caclre mutuai transfers' Later' the Government issued I G.O.Ms.No.245, cAD, dated 29.t1.2024, inviting online applications for mutual transfers between or .r2.2021 and 31.12.2024 as per guideline No. 15. The petitioner submitted his online application on 14.12.2024, seeking mutual transfer to Jangaon District with alother teacher in the same category. However, while other similarly placed candidates were granted mutual transfers under G.O.Rt.No.7O, dated 21.O3 .2Cl25, and consequent proceedings were Rc. No. 289/ General / 2O24, dateri 2g. O3. 2025, |ne pet itioner,s name was excluded r.l.ithout any reason or communication. Aggrieved by the same, the petitioner frled the present Writ petition. issued

Learned counsel for the petitioner submits that the petitioner applied for mutual transfer on 14.12.2024 , w.ithin the time prescribed under the relevant Government Orders, and meets all the conditions for tra'sfer, including acceptance ol.the last rank in the new cadre. Several similarly placecl candidates were granted mutual transfers, but the petitioner was wrongly excluded without any explanation. 5 Learned Government pleader for Education, appearing for the respondents, submits that the petitioner,s online application 1S pending with the Government, and that the Government, being the competent authority, would take a decision and pass orders in , { accordancewiththerulesandeligibilitycriteriaprescribedunder G.O.Ms.No'245, GAD dated 29'l l'2024'

Taking into consideration the submissions made by the learned counsel for the respective parties and on perusal of the records, this Writ Petition is disposed of' directing the respondent authoritiestoconsiderthecaseofthepetitionerformutualinter- local cadre transfer from Vikarabad District to Jangaon District District, in accordance with G'O'Ms'No'245' GAD' dated 29.11.2024, read with G'O'Ms'No'21' GAD (SPF-I)' dated O2.O2.2O22, and pass appropriate orders in accordance with law' preferably within a period of six (6) weeks from the date of receipt of a copy of this order' There sha1l be no order as to costs' Miscellaneous petitions pending' if any' shall stand closed' sD/-A.
