Heard Sri Shankar Polasa, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader appearing on behalf of Iearned Goyernment Pleader for Revenue Sri K.Mura-lidhar Reddy. The lcarned counsel lor the petiLioner submit: hat the petitioner is the sole and absolute olr'r-rer of agricultural land admeasur r g A<:.3 17 guntas in Sy.No.l91/A2, situated at Singrtham Village, Ra.ikode Ntr ndal, Sanga Reddy District, having inherited the same from his fattrer, I rte Sangappa. Thb petitioner's father was the absolute owner o[Ac. 1l-17 gunt: s in 51'No-191/A, out of which Ac.8 OO t'untas were sold to Vijai Electronicals ,td., vide Sa.le Deed No.76O of 2O04. IIis father held Pattedar passbook and t t e dt:ed for the total extent o[ Ac. 1 1 17 guntas under Patta No.539. After the srL] :, the petitioner was issued pattedar passbook and title deed for the remainirl Ac.3 17 guntas in Sy.No 191 lA2,vrde pattedar parssbook No.T0920029088O ar r lth:rt.a No.1216. The fathcr's narne of thc petitioner appears in Adangal Pahani l Ltcd 30.O6.2017 and the petitioner's name is reflected in the 1 B ROR Certihcate rl tcd 07.03-2018- The petitioncr has been in peaceful possession and enjoyment of t re said land ernd has I been a beneficiary under the Rythu Bandhu Scheme and 'M Kisal Yojana till 2O2O, as evidenccd by bank statements. ln 2O2O, the p3ti,i )ner discovered that the 6,r, respondent obtained pattcdar passbooks for Ac.8 3 ) guntas purchased trom Vrj ai Electronicals Ltd., and mutations were frauclule )tly recorded in the names o[ the 6r\ rrnd 7,f respondcnts in respect of the petitro rer's Iand of Ac.3,17 guntas (subdividccl as Sy.No. 19llA2l2, Ac.1.2850 guntrLr each), vide Khata Nos.6OO96 and 6O682. Upon discovering the same, the ]x titioner irnrnediately submitted a represcntation to the 3.d respondent on '7.O7.2O2O, seeking correclion and orrlinc recording of his name, but no acti I r was taken despite 3 repeated follow ups. The petitioner further filed an application through the Dharani Portal for passbook data correction (Application No.22OO172672, dated

24.72.20221, which remains pending. Additionally, the petitioner lodged a complaint via Prajavani to the 2"d respondent (Receipt No.8836, dated 3L.O7 .2023), which has not been acted upon. The petitioner submits that Lhe inaction of respondents 2 and 3, despite repeated representations and complaints, indicates negligence or collusion wittt respondents 6 and 7. As a result, despite being in lau'ful possession, the petiLioner is being deprived of benefits under govemment schemes. Therefore, the petitioner is constrained to approach this Court for appropriate relief.

The learrred Assistant Gove rnment Pleadcr, representing learned Government Pleadcr for Revenue would submit that the allegations of unauthorized mutation and collusion raised by the petitioner involve disputed questions of fact and require verification of revenue records, which cannot be adjudicated rn writ proceedings. It is further submitted that the revenuc authorities are seized of the petitioner's representations ald applications, I \ including those submitted through the Dharani Portal and other channels arld appropriate action will be taken in due course afler due verification and in I I accordzrnce with law. Hence, it is prayed that the Honble Court may dispose o[ the writ pctition with a direction to the competent authorities to consider the petitioner's representations and pass orders in a timely martner, without grantrng arry interim or substartive relief at this stage. :' !l 4
