The Court made the following: ORDER THE HONOURABLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.28159 of 202L ORDER: This r,i rit perition is filed seeking a Writ of Mandamus to declare the inaction of the respondent authorities in making the digital signature in respect of the land in Sy.No.92/7 admeasuring Ac.O.26 .gts., situated at Venkatapuram village Yellareddypet Mandal, Rajanna Sircilla District, inspite of submitting the relevarrt documents through the u,ritten representation dated 28.04.2021, as being illegat, arbitrary, unjust and unconstitutional and consequently direct the respondent authorities to make the digital signature in respect of the above mentioned lald and to grant such other relief as the Court deems {it and proper.
2. Heard Sri Venkateswarlu Sanisett5r, learned counsel for the petitioner ald Sri H.Rakesh Kumar, learned Assistant Government Pleader for Revenue appearing for respondent Nos.1 to 4. Perused the material available on record.

Learned counsel for the petitioner would submit that the petitioner is the absolute owner and pattedar of the land in !- 2 Sy.No.92/7 admeasuring Ac.O.26 gts., situated at /enkatapuram Village, YeLlareddl,pet Mandal, Rajanna Sircilla t istrict, having inherited the same. It is further submitted that 1 r e TaLLsildar issued proceedirqs No.B/2BO/2010 dt.28 5-201C c,r muta:ion of the petitioner herein. Accordingly, the petitiorr r rvas issued passbook :rnd his name has been reflected in 11., passbook. It has been brought to the notice of this Court that he petitioner's passbook has been revoked for want of digital si11 Lature ald the 4th respondent unsigned the petitioner's patl: dar passbook rvithout assigning any reason. Hott,ever, the lanr is stil1 in the name of the petitioner, except for Lhe digital sigtr,t r.rre. Aggrieved by the inaction of the 4d' respondent, the pcli ioner made a representation dated 28.04.2021 to the 4th res rondent along with the required documents for incorporat r g the digital signatures in the passbook of the petitione ' But the 4th respondent neither incorporated his digital ;ignature nor responded to his representation. Hence the pres,: Lt r,r,rit petition is h1ed.

Learned Assistalt Government Pleader for Revenue appearing for respondent Nos. 1 to 4 would s r f,mit that the Dharani Portal existing as on today has bet: L replaced by 3 Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short, 'the Ru1es, 2025') and it does not permit the official respondents to act upon the application made by the petitioner, hence, the delay is causcd. However, he seeks appropriate direction to the petitioner to make fresh application before the official respondents and the official respondents shall consider the same ald pass appropriate order strictly in accordance with lau, prevailing as on today in due course.

Recording the submissions made by learned Assistant Government Pleader for Revenue, this Court without making ar-ry observatiolrs on the merits is inclined to grant liberty to the petitioner to file an appropriate application in terms of provisions of the Rules, 2025, belore the respondent No.4 and upon such appiication, respondent No.4 is directed to consider the same and pass appropriate orders in accordance with law, as per the new amendments established, within a period of three (03) months from thereon.
